Section 3: Investigation by Chief of Police. <br /> Upon receipt of an application the Clerk shall turn over the application <br /> to the Chief of Police who within five days after receipt of application as pro- <br /> vided for herein shall cause an investigation to be made of the applicant and <br /> his proposed operations. <br /> Section 4: Standards applicable to employees. <br /> All employees of any person having or applying for a license hereunder <br /> shall make application and be subject to approval by the Chief of Police in <br /> accordance with this ordinance. <br /> Section 5: Notice of rejection. <br /> The Chief of Police shall act upon the application within five days after <br /> filing thereof and if the Chief of Police approves the application the Clerk shall <br /> issue said license. If the Chief of Police disapproves the application, the Chief <br /> of Police shall furnish the applicant within five days after the application was <br /> filed a notice of his action stating the reasons for his disapproval of the permit. <br /> No license shall be issued without approval of the Chief of Police. <br /> Section 6: Appeal procedure. <br /> Any person aggrieved shall have the right to appeal the denial of <br /> traffic escort license to the City Council. The appeal shall be within ten <br /> days after notice of rejection. The City Council shall act upon the appeal within <br /> fifteen days after its receipt. <br /> Section 7: Conditions of licensing. <br /> 1. Licenses issued hereunder shall not be transferable. <br /> 2. Licenses issued hereunder shall be subject to revocation or sus- <br /> pension by the Chief of Police for violation of any of the provisions of this <br /> ordinance, or the rules and regulations promulgated under this ordinance, or <br /> misconduct by licensee after reasonable notice and opportunity to be heard <br /> has been given the licensee. The Chief of Police shall immediately notify any <br /> licensee by personal service, of such suspension or revocation. <br /> 3. Licenses shall be renewed annually. The Clerk may issue renewal <br /> licenses to all licensees whose licenses have not been suspended at the time <br /> said licenses have expired upon payment of a $10. 00 renewal fee. <br /> 4. Licensees shall comply with all applicable laws and regulations of <br /> the State of Washington. <br /> Section 8. Required insurance. <br /> No license shall be issued hereunder unless the applicant files with the <br /> City a certificate of insurance showing that licensee has liability insurance <br /> in effect during the term of said license with an insurance company acceptable <br /> to the City Clerk, with minimum limits for bodily injury to any one person <br /> and any one accident of $100, 000 and a limit of $200, 000 for bodily injury <br /> Page 2 <br />
