ORDINANCE NO. /f7- <br /> AN ORDINANCE establishing rates for police escort <br /> services for funeral processions, vehicles <br /> transporting machinery, equipment, building <br /> materials, houses, poles and other objects <br /> requiring escort for safe travel on public <br /> streets, and amending Everett City Code <br /> 3.24.020 (Ordinance No. 4018, Section 1) . <br /> WHEREAS, off-shift personnel should be utilized for-police escort <br /> service so that the availability of officers for regular service calls is not <br /> affected, and, <br /> WHEREAS, the cost to the City to provide escort service utilizing <br /> off-duty personnel currently is approximately $7.80 per hour for each man <br /> and vehicle assigned; a minimum of two hours call back time being required, <br /> NOW, THEREFORE THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: Rates <br /> If there shall be a need for a police escort or if one shall be <br /> requested for a funeral procession or for the transport of machinery, <br /> equipment, building materials, houses, poles and other objects in the City <br /> streets, the person firm or organization requesting the escort or responsible <br /> for transport shall pay a fee equivalent to the overtime rate per hour, plus <br /> over-head as determined by the Chief of Police and approved by the Finance <br /> and Budget Director, or a minimum fee of $15.00 whichever is higher, for each <br /> uniformed man and vehicle assigned to escort duty. <br /> Section 2: Indemnification and Insurance. <br /> All persons utilizing police escort services shall execute a release <br /> and indemnification of the City of Everett in a form to be approved by the City <br /> Attorney. In addition, such persons shall present a certification of insurance, <br /> including the City as named insured, for all liability in connection with the <br /> activity for which traffic escort services are required in the amount of <br /> $50,000.00 for property damage and for $150,000.00 for personal injuries. <br /> Section 3: Penalty for nonpayment. <br /> The fee for such escort service shall be paid to the City within thirty <br /> days of such service and if not so paid there shall be a penalty of 6% per month <br /> added to the amount due. The City reserves the right to demand a deposit in the <br /> amount of the estimated total fee before providing escort service. <br /> Section 4: Amendment of previous ordinance. <br /> Everett City Code 3.24.020 (Ordinance No. 4018, Section 1) is hereby <br /> amended in full to read hereafter as follows: <br />
