i-7o <br /> 1 _�f <br /> • <br /> ORDINANCE NO. 7o- 7 6 <br /> AN ORDINANCE regulating and restricting the location, <br /> size, height, and illumination of all signs commonly <br /> referred to as outdoor advertising, billboards, or <br /> poster panels and which advertise products, businesses, <br /> and/or services not connected with the site on which <br /> they are locat ed; providing control of illumination <br /> thereof; creating methods of appealing therefrom; and <br /> providing penalties for violations of the ordinance, <br /> and declaring an emergency to exist. <br /> WHEREAS, the City Council of the City of Everett is of the opinion that <br /> this ordinance will serve to promote the safety, comfort, and welfare of the <br /> citizens of Everett as now specifically set forth in the "purpose and scope" <br /> section of the ordinance; and <br /> WHEREAS, citizen concern in air, water, land and visual pollution is <br /> prevalent throughout the entire nation and considered to be a basic problem <br /> of urban environmental living, and in particular detracts from the visual beauty <br /> of the Puget Sound region; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT DOES <br /> ORDAIN: <br /> Section 1: Purpose and Scope. <br /> The purpose of this ordinance is to regulate all exterior signs commonly <br /> referred to as outdoor advertising, billboards, or poster panels and which <br /> advertise products, businesses, and/or services not connected with the <br /> site on which they are located so as to protect the safety of the motoring <br /> public and to further protect property values, to protect the character of the <br /> various communities in the city, to protect health, safety, and morals, and to <br /> promote the public welfare. <br /> All such signs, commonly referred to as outdoor advertising, billboards, <br /> or poster panels which advertise products, services, or businesses not <br /> connected with the site on 'which they are located, are deemed to be regulated <br /> by this ordinance. Any widespread display of outdoor advertising of this <br /> type is deemed to be inappropriate to the character and sound development <br />
