- - <br /> ORDINANCE NO. 6 3 7 D <br /> AN ORDINANCE establishing a repair and demolition <br /> account in the General Fund and amending Section 203(d), Section <br /> 203(e), and Section 205 of Volume 1, Uniform Building <br /> Code, 1967 Edition, as prepared by the International <br /> Conference of Building Officials (as adopted by Ordinance <br /> No. 4308, Section 1, Everett City Code 2. 12. 010) dealing <br /> with the payment and collection of costs incurred in the <br /> repair, rehabilitation, demolition or removal of unsafe <br /> buildings, or structures, or portions thereof, and penalties <br /> for violation of the Building Code. <br /> WHEREAS, at the time of making the budget for 1970 it was not foreseen <br /> that housing code enforcement and unsafe building abatement enforcement <br /> activities of the City would require that unsafe buildings be demolished under <br /> the supervision of the City, and <br /> WHEREAS, the demolition of buildings under the supervision of the City <br /> requires an expenditure of City funds to be repaid either by action on the <br /> debt created thereby or assessment upon the real property from which <br /> unsafe buildings are removed, <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 <br /> The sum of $5, 000. 00 is hereby appropriated and allocated out of <br /> unanticipated revenues to the 1970 budget for the City of Everett which <br /> shall be in addition to that amount otherwise budgeted for the year 1970 and <br /> shall be added to the maintenance and operation category of said budget for <br /> the purpose of establishment of a repair and demolition account in the General <br /> Fund as set forth more fully herein. <br /> Section 2: <br /> There is hereby established a repair and demolition account in the <br /> General Fund. Payments may be made out of said account to defray the <br /> cost and expenses incurred by the City for the necessary work of demolition <br /> to dangerous and substandard buildings as ordered by the City Council. In <br /> addition to the initial appropriation of $5, 000. 00 as allocated and appropriated <br /> herein, additional sums may be appropriated and allocated to the repair and <br /> demolition account as deemed appropriate by City Council in order to expedite <br /> the performance of the work of demolition or repair. This repair and <br /> demolition account shall be considered a revolving account and all proceeds <br /> of the collections of cost of demolition as provided in this ordinance shall <br /> be repaid to the account. <br /> Section 3: <br /> That Section 203(d) of Volume 1, Uniform Building Code, 1967 Edition, <br /> as prepared by the International Conference of Building Officials (as adopted <br />
