Council in the Council Chambers of the City Hall at / ( o ' clock <br /> ;�.m. (PST) on the 17th day of December, 1969 ; and <br /> WHEREAS , such public hearing was duly held by the City <br /> Council on the date at the time above mentioned and all persons <br /> appearing at the hearing were heard and no objections to such compre- <br /> hensive plan were presented; and <br /> WHEREAS , the City Council of the City of Everett, by <br /> Resolution No. /4/, adopted November 26 , 1969 , declared its intention <br /> to order the carrying out of the comprehensive plan for the provision <br /> of off-street parking space and facilities for motor vehicles within <br /> the corporate limits of the City as specified and adopted by said <br /> Ordinance No. 4147 .41-and to create a local improvement district to <br /> assess not to exced $1,000 ,000 . 00 of the cost and expense of such <br /> plan against the properties in such district specially benefited <br /> thereby , and notified all persons who desire to object to such plan <br /> and improvement to appear and present their objections at a meeting <br /> of the City Council to be held at /C o' clock m. (PST) on December <br /> 17 , 1969 , immediately following the public hearing on said comprehensive <br /> plan; and <br /> WHEREAS , said Resolution No. / 7 was duly published and <br /> notice was duly given that a public hearing on the formation of the <br /> proposed local improvement district would be held at the aforesaid <br /> time and place; and <br /> WHEREAS , the City Engineer has caused an estimate to be made <br /> of the cost and expense of the proposed improvement and has certified <br /> said estimate to the City Council , together with all papers and in- <br /> formation in his possession touching the proposed improvement, a <br /> description of the boundaries of the district, a statement of what <br /> portion of the cost and expense of the improvement should be borne <br /> by the properties within the proposed district, a statement in detail <br /> of the local improvement assessments outstanding or unpaid against <br /> the property in the proposed district, and a statement of the aggregate <br /> actual valuation of the real estate, including 25% of the actual <br /> -2- <br />
