valuation of the improvements in the proposed district, according to the valuation last placed upon it for the purpose of general taxation; and WHEREAS , such hearing was duly and regularly held at the aforesaid time and place by the City Council and all persons appearing at the hearing were heard and all protests filed in writing were duly considered by the City Council and overruled; and WHEREAS , it appears proper that the comprehensive plan for the provision of off-street parking space and facilities for motor vehicles within the corporate limits of the City as specified and adopted by Ordinance No. 4'7-&i1be carried out and that a local improvement district be created in connection therewith; and WHEREAS, pursuant to instructions from the City Council , the City Engineer has prepared and filed with the City Council the final assessment roll for Local Improvement District No. (r- f(, and such final assessment roll has been accepted by the City Council and a public hearing thereon should be held; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT, WASHINGTON, DOES ORDAIN: Section 1. It is hereby ordered that the comprehensive plan for the provision of off-street parking space and facilities for motor vehicles within the City of Everett as specified and adopted in Ordinance No. 1/717 , passed by the City Council and ap- proved by the Mayor on November 26 , 1969 , be carried out consisting of the following, to-wit: The establishment of one (1) 3-1/2 level off-street parking structure containing approxi- mately 510 parking spaces within the central business district area of the City of Everett to be constructed on the following described land: -3-
