The west one-half (W 1/2) of Block 668 , Plat of Everett, and Tunnel Addition, plus a 25 foot wide strip through the east one-half (E 1/2) of said Block 668 extend- ing from the east line of the west one-half (W 1/2) of said Block 668 to the Colby Avenue right-of-way . The City of Everett shall acquire said land by purchase, lease or condemnation. Section 2 . The estimated cost of carrying out the foregoing comprehensive plan for the provision of off-street parking space and facilities for motor vehicles within the City is hereby declared to be, as near as may be, the sum of $1 ,970 , 000 . 00 . Section 3 . In order to finance not to exceed $1 ,000 , 000 .00 of the cost of acquisition and construction of said off-street parking space and facilities hereinabove described, there is hereby created and established a local improvement district to be called "Local Improvement District No. t5(/l;. of the City of Everett, Washington, " with the following described boundaries and areas to be included, in- cluding all properties to be specially benefited by such improvement: Block Plat E 1/2 612 Rucker' s First Plat E 1/2 613 Rucker' s First Plat E 1/2 623 Plat of Everett 624 Plat of Everett 625 Plat of Everett 667 Plat of Everett, and Tunnel Addition 668 Plat of Everett, and Tunnel Addition E 1/2 669 Plat of Everett, and Tunnel Addition E 1/2 681 Plat of Everett 682 Plat of Everett 683 Plat of Everett So. 237 . 5 ft. of W 1/2 of Block 623 , Plat of Everett The cost and expense of said improvement and the amount to be assessed may include such cost items as specified in RCW 35 . 44 . 020 . Section 4 . Not to exceed $1 ,000, 000 . 00 of said cost and expense of the improvement shall be borne by and assessed against the properties specially benefited by such improvement included in the local improvement district herein established embracing as near as may be all properties specially benefited by the improvement.
