• ORDINANCE NO. -7- AN AN ORDINANCE of the City of Everett, Washing- ton, specifying and adopting a comprehensive plan for the provision of off-street parking space and facilities for motor vehicles within the corporate limits of the City of Everett; declaring the estimated cost thereof as near as may be; providing for the financing of the subject facility in part by creation of a local improvement district to assess a part of the cost thereof and the balance of such cost to be paid from the proceeds received from the issuance and sale of revenue bonds , all pursuant to the pro- visions of Title 35 of the Revised Code of Washington; and providing for a public hearing on said compre- hensive plan. WHEREAS , an economic and physical survey of the traffic problems of the City of Everett as it applies to the problem of parking of motor vehicles in the central business district of the City of Everett and adjacent streets has been performed by N. G. Jacobson & Associates , Inc. , consulting engineers; and WHEREAS , the City Council of the City of Everett has reviewed such economic and physical survey and adopts the said survey as expressing the needs of the City of Everett with regard to off-street parking facilities and as revealing an acute parking problem existing in the central business district and in adjacent areas creating a serious traffic problem in said areas , which condition can be improved by the creation and maintenance of adequate off- street parking facilities; and WHEREAS , the City of Everett by Chapter 35 .86 of the Revised Code of Washington, as amended by Chapter 204, Laws of 1969 , 1st Ex. Sess . , is authorized to provide off-street parking space and facilities for motor vehicles and the use of real property for such purpose has been declared to be a public use, and the City is authorized to finance the acquisition and construction of such off-street parking space and/or facilities by the issuance and sale of revenue bonds and the creation of a local
