• <br /> ORDINANCE NO. -7- <br /> AN <br /> AN ORDINANCE of the City of Everett, Washing- <br /> ton, specifying and adopting a comprehensive plan <br /> for the provision of off-street parking space and <br /> facilities for motor vehicles within the corporate <br /> limits of the City of Everett; declaring the estimated <br /> cost thereof as near as may be; providing for the <br /> financing of the subject facility in part by creation <br /> of a local improvement district to assess a part of <br /> the cost thereof and the balance of such cost to be <br /> paid from the proceeds received from the issuance <br /> and sale of revenue bonds , all pursuant to the pro- <br /> visions of Title 35 of the Revised Code of Washington; <br /> and providing for a public hearing on said compre- <br /> hensive plan. <br /> WHEREAS , an economic and physical survey of the traffic problems <br /> of the City of Everett as it applies to the problem of parking of motor vehicles <br /> in the central business district of the City of Everett and adjacent streets has <br /> been performed by N. G. Jacobson & Associates , Inc. , consulting engineers; <br /> and <br /> WHEREAS , the City Council of the City of Everett has reviewed such <br /> economic and physical survey and adopts the said survey as expressing the <br /> needs of the City of Everett with regard to off-street parking facilities and <br /> as revealing an acute parking problem existing in the central business district <br /> and in adjacent areas creating a serious traffic problem in said areas , which <br /> condition can be improved by the creation and maintenance of adequate off- <br /> street parking facilities; and <br /> WHEREAS , the City of Everett by Chapter 35 .86 of the Revised <br /> Code of Washington, as amended by Chapter 204, Laws of 1969 , 1st <br /> Ex. Sess . , is authorized to provide off-street parking space and facilities <br /> for motor vehicles and the use of real property for such purpose has been <br /> declared to be a public use, and the City is authorized to finance the <br /> acquisition and construction of such off-street parking space and/or facilities <br /> by the issuance and sale of revenue bonds and the creation of a local <br />
