improvement district in accordance with the provisions of Title 35 of the Revised Code of Washington; and WHEREAS, the City is in urgent need of adequate off-street parking space and facilities for motor vehicles within the City and the City does not have available any funds to meet the estimated cost of providing such off- street parking space and facilities; and WHEREAS , property owners' petitions have been submitted to the City of Everett requesting the creation of a local improvement district for the purpose of acquiring and constructing certain off-street parking facilities situated within the corporate limits of the City of Everett, hereinafter mo re particularly described; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT, DOES ORDAIN: Section 1 . The City of Everett, Washington, for strictly municipal purposes and in accordance with Chapter 35.86 of the Revised Code of Washington, hereby specifies and adopts a comprehensive plan for the provi- sion of off-street parking space and facilities for motor vehicles within the City of Everett, to consist of the following, to- wit: The establishment of one (1) 3-1/2 level off-street parking structure containing approximately 510 parking spaces within the central business district area of the City of Everett to be constructed on the following described land: The west one-half (W 1/2) of Block 668 , Plat of Everett, and Tunnel Addition, plus a 25 foot wide strip through the east one-half (E 1/2) of said Block 668 extending from the east line of the west one-half (W 1/2) of said Block 668 to the Colby Avenue right-of-way. Section 2 . The City of Everett shall acquire said land by pur- chase, lease, or condemnation. Section 3 . The estimated cost of carrying out the foregoing comprehensive plan for the provision of off-street parking space and facilities for motor vehicles within the City is hereby declared to be, as near as may be, the sum of $1 ,970, 000. -2-
