• • ORDINANCE NO. ,4- • / AN ORDINANCE providing for the levy and collection of excise taxes pursuant to Chapter 35. 95 of the Revised Code of Washington upon persons within the City of Everett; limiting the use of the proceeds therefrom to the operation, maintenance, and capital needs of the Everett Transit System; and supplementing Ordinance No. 40-69 of the City of Everett. WHEREAS, Ordinance No. 40-69 was passed by the City Council of the City of Everett on September 18, 1969, and WHEREAS, said Ordinance No. 40-69 shall become effective upon ratification by the voters of the City of Everett at the November 4, 1969 General Election, and WHEREAS, Section 4 of said Ordinance 40-69 sets forth maximum excise taxes to be levied upon persons within the City of Everett and further provides that the exact amount of each of the excise taxes therein established shall be determined and levied by the City Council based on the financial needs of the Everett Transit System in its operation, maintenance, capital needs and expansion and extension, and WHEREAS, the City Council hereby determines the exact amount to be levied presently needed for the presently anticipated operation of the system; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF EVERETT DOES ORDAIN: Section 1. The following terms however used or referred to in this ordinance shall have the following meanings unless a different meaning is required by the context: 1. 'Person' shall mean any individual, firm, partnership, corporation, company, association, joint stock association, school district or political subdivision of the state, fraternal, benevolent, religious or charitable society, club or organization, and shall include any trustee, receiver, assignee, or other person acting in a similar representative capacity. The term 'person' shall not be construed to include the United States nor the State of Washington. 2. 'Housing unit' shall mean a building or portion thereof designed for or used for a resident or living quarters for one or more persons living together or of one family.
