3. 'Commercial unit' shall mean a building or portion thereof <br /> designed for or used for business, professional or industrial <br /> quarters for separate business, professional or industrial <br /> entities. <br /> 4. 'Employee' shall mean any individual who, on the first <br /> day of each quarter in any calendar year in which any excise <br /> tax herein provided for is levied or collected, is employed <br /> on a full-time basis and who devotes his full time to the performance <br /> of the duties of his job or position during the regular full-time <br /> working hours determined and fixed by his employer for the <br /> position or job held and for which the employee received <br /> compensation. <br /> The term 'employee' however, shall not be construed to <br /> include a part-time employee, who is an individual that devotes <br /> only a part of his working time in the performance of the duties <br /> of a job or position. <br /> Section 2. Beginning with the month of December 1, 1969, there is <br /> hereby levied upon all persons within the City of Everett who are served and <br /> billed by the City for any one or more public utility services owned and operated <br /> by the City excise taxes in the amounts and in the manner as follows: <br /> A. On each person for each housing unit involved the <br /> sum of $0. 45 per month. <br /> Where any structure, building, or portion thereof <br /> contains one or more housing units involved and the <br /> occupants or tenants thereof are not billed for any public <br /> utility services furnished by the City to such unit or <br /> units, the person who is billed for such service or <br /> services shall be deemed to be served and billed therefor, <br /> and shall be billed and pay the monthly excise tax as <br /> herein levied and provided for on each and every housing <br /> unit or units; provided, however, such amount so billed <br /> and collected shall not exceed 90% of the total excise tax <br /> as above provided for and levied for such housing unit <br /> or units, which is the average percentage of occupancy in <br /> housing units within the City of Everett. <br /> B. On each person for each commercial unit involved the <br /> sum of $0. 45 per month. <br /> Where any structure, building or portion thereof contains one <br /> or more commercial units involved and the occupants or <br /> Page 2 <br />
