f• f s ,. <br /> ` • t • • <br /> Before work is commenced on any service connection, <br /> the applicant shall pay to the water department the amount <br /> set forth in Section 14.16.720 for a fixed rate service connection <br /> or a three-fourths inch, or one inch or two inch metered service <br /> connection, whichever is applicable to the particular connection <br /> as determined by the water department, plus any aforesaid <br /> latecomer charge applicable to the property or connection. <br /> In the case of an applicant requesting a service <br /> larger than two inches within the city limits or a service <br /> of any size outside the city limits, the applicant shall pay <br /> to the water department, before work is commenced on the <br /> service, the amount equal to the estimate cost, as determined <br /> by the water department, for the installation of the service, <br /> including any aforesaid latercomer charge applicable to the <br /> property. The work shall then be performed by the water depart- <br /> ment who shall maintain a record of the actual costs of all <br /> labor, material and equipment rental required to complete the <br /> work. Upon completion of the installation, if the amount paid <br /> to the water department by the applicant is not sufficient to <br /> pay for the cost of doing the work, the applicant shall pay the <br /> difference between the actual cost and the amount of the estimate <br /> previously paid to the water department. If the actual cost <br /> for making the installation is less than the estimate previously <br /> paid, the water department shall refund the difference to the <br /> applicant. <br /> Section 3 : That Everett City Code Section 14.16.860 <br /> (Ordinance No. 4085, Section 87) is hereby amended in full to <br /> read hereafter as follows: <br /> 14.16.860 Superintendent' s authority--Administration <br /> and operations. <br /> In the event a situation or circumstance should arise <br /> relating to the administration and operation of the water <br /> department, which is not covered by this chapter, then the same <br /> shall be referred to the superintendent for decision on action <br /> and procedure. Such decision shall be final, subject to the <br /> decision of the mayor, in matters relating to water department <br /> administration, operations and procedures. <br /> 6-2414-j <br /> ROBERT C.
