7 ORDINANCE NO. .5/4 AN ORDINANCE amending the water regulations for the City of Everett with regard to standards and financing, determination of actual costs, connection of dormant services and meter testing and amending Ordinance No. 4085, Section 5 (ECC 14.16.050) ; Section 13 (ECC 14.16. 040) ; Section 29 (ECC 14.16.290) and Section 42 (ECC 14.16.420). NOW THEREFORE THE CITY OF EVERETT DOES ORDAIN: Section 1 : That Everett City Code Section 14. 16.050 (Ordinance No. 4085, Section 5) is hereby amended in full to read hereafter as follows : 14.16.050 Standards and financing for distribution systems. This section shall govern the methods of financing distribution system improve- ments, renewals and extensions, and specifying standards for certain sizes and types of materials for use by and in the Everett Water System. All new distribution system mains shall be suitably lined cast iron pipe, said pipe conforming to the appropriate American Water Works Associ- ation standard for cast iron pipe as determined by the Superintendent. The term "lateral line" or "lateral" is used herein to designate a distribution system pipeline which includes fire hydrants and service connec- tions to adjacent property. The standard minimum size of lateral lines shall be six inches (6") in diameter unless otherwise determined by the Water Su- perintendent. The location of all new lines shall be determined by the Superintendent. All new lateral lines shall be paid for by local improvement district assessments or cash payments. The property benefited by installation of such laterals shall pay all costs including all appurtenances required for a complete installation, such as valves, fittings, fire hydrants and lateral line extension to grid the system and thereby eliminate dead ends. All system improvement lines shall be paid from Water System funds as hereinafter set forth, provided however, the financial participation of the Water System in any local improvement district shall be determined exclusively by the terms of the ordinances establishing the local improvement district. The term "system improvement line" as used herein shall designate those feeder lines constructed for the purpose of improving the distribution system as a whole or in part. To the property benefited there shall be charged the cost of instal- ling a water line including fire hydrants and appurtenances. If the water line is a system improvement line, the Water System shall bear all costs in excess of the original design that is adequate for property benefited based on the Water System's anticipated use of the property at the time of the installation. Industrial developments which require large quantities of water shall be re- quired to bear the cost of any necessary expansion of water lines to serve its needs. Renewals of lateral and feeder lines with the same size pipe shall be done by and at the expense of the Water System. The term "renewals" as used herein shall designate the replacement of lines previously installed which have deteriorated to a condition which requires excessive maintenance or otherwise does not provide satisfactory service.
