7 ORDINANCE NO. .5/4 <br /> AN ORDINANCE amending the water regulations for the <br /> City of Everett with regard to standards and financing, <br /> determination of actual costs, connection of dormant <br /> services and meter testing and amending Ordinance No. <br /> 4085, Section 5 (ECC 14.16.050) ; Section 13 (ECC 14.16. <br /> 040) ; Section 29 (ECC 14.16.290) and Section 42 <br /> (ECC 14.16.420). <br /> NOW THEREFORE THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1 : That Everett City Code Section 14. 16.050 (Ordinance <br /> No. 4085, Section 5) is hereby amended in full to read hereafter as follows : <br /> 14.16.050 Standards and financing for distribution systems. This <br /> section shall govern the methods of financing distribution system improve- <br /> ments, renewals and extensions, and specifying standards for certain sizes <br /> and types of materials for use by and in the Everett Water System. <br /> All new distribution system mains shall be suitably lined cast iron <br /> pipe, said pipe conforming to the appropriate American Water Works Associ- <br /> ation standard for cast iron pipe as determined by the Superintendent. <br /> The term "lateral line" or "lateral" is used herein to designate a <br /> distribution system pipeline which includes fire hydrants and service connec- <br /> tions to adjacent property. The standard minimum size of lateral lines shall <br /> be six inches (6") in diameter unless otherwise determined by the Water Su- <br /> perintendent. The location of all new lines shall be determined by the <br /> Superintendent. <br /> All new lateral lines shall be paid for by local improvement district <br /> assessments or cash payments. The property benefited by installation of such <br /> laterals shall pay all costs including all appurtenances required for a complete <br /> installation, such as valves, fittings, fire hydrants and lateral line extension <br /> to grid the system and thereby eliminate dead ends. <br /> All system improvement lines shall be paid from Water System funds as <br /> hereinafter set forth, provided however, the financial participation of the Water <br /> System in any local improvement district shall be determined exclusively by the <br /> terms of the ordinances establishing the local improvement district. The term <br /> "system improvement line" as used herein shall designate those feeder lines <br /> constructed for the purpose of improving the distribution system as a whole or <br /> in part. <br /> To the property benefited there shall be charged the cost of instal- <br /> ling a water line including fire hydrants and appurtenances. If the water line <br /> is a system improvement line, the Water System shall bear all costs in excess <br /> of the original design that is adequate for property benefited based on the <br /> Water System's anticipated use of the property at the time of the installation. <br /> Industrial developments which require large quantities of water shall be re- <br /> quired to bear the cost of any necessary expansion of water lines to serve its <br /> needs. <br /> Renewals of lateral and feeder lines with the same size pipe shall <br /> be done by and at the expense of the Water System. The term "renewals" as <br /> used herein shall designate the replacement of lines previously installed <br /> which have deteriorated to a condition which requires excessive maintenance <br /> or otherwise does not provide satisfactory service. <br />
