• <br /> • <br /> It is recognized that lateral mains of a size less than the standard <br /> minimum six inch (6") diameter have previously been installed or annexed to <br /> the Water System. When such an undersized lateral requires renewal or <br /> replacement, it shall be installed in accordance with the standards set forth <br /> herein. Payment for renewal or replacement of such undersized lines shall <br /> be made as follows: <br /> (a) Any such line replaced with a pipe four inches (4") in diameter <br /> shall be installed by and at the expense of the Water System. <br /> (b) Any such line replaced with a pipe six inches (6") or larger in <br /> diameter shall be installed by the Water System. The cost equivalent to a <br /> four inch (4") pipe shall be borne by the Water System. The difference in cost <br /> between a four inch (4") pipe and the larger size pipe together with any addi- <br /> tional fire hydrants and appurtenances shall be assessed against and paid by <br /> the property benefited. The equivalent cost of the various size pipeline instal- <br /> lations used in the computation of assessments to property benefited shall be <br /> determined by the Water Department from current cost records for similar <br /> installations. <br /> Section 2: That Everett City Code Section 14. 16. 140 (Ordinance <br /> No. 4085, Section 13) is hereby amended in full to read hereafter as follows: <br /> 14. 16. 140 Determination of actual cost. For the purpose of this <br /> Ordinance, the terms "cost" or "actual cost" of any work performed for any <br /> person or other agency or City Department by the Water Department shall in- <br /> clude the direct cost of all labor plus fringe benefits, the direct cost of all <br /> material plus ten percent (10%), the direct cost of equipment rental used in <br /> connection with the work, all other direct costs incurred in connection with <br /> the work, plus administrative and supervisory cost computed at ten percent <br /> (10%) of the total labor, materials and other direct costs. <br /> Section 3: That Everett City Code Section 14. 16. 290 (Ordinance <br /> No. 4085, Section 29) is hereby amended in full to read hereafter as follows: <br /> 14. 16. 290 Dormant services - connections. Any service connec- <br /> tionwhich shall have been inactive, unused or abandoned for a period of five <br /> (5) years or the house removed from the lot for at least twelve (12) months <br /> shall be considered a dormant service and shall be removed from the main by <br /> the Water Department. If a service connection is subsequently desired for all <br /> or a portion of the premises or property previously supplied by a dormant <br /> service, the owner of the premises or property or his authorized agent shall <br /> make application and pay for a new service connection in the manner prescrib} <br /> ed herein and without any credit whatsoever for the dormant service. <br /> Section 4: That Everett City Code Section 14. 16. 420 (Ordinance <br /> No. 4085, Section 42) is hereby amended in full to read hereafter as follows: <br /> 14. 16. 420 Meter testing - frequency and charges. In the event a <br /> meter is out of order and fails to register, the consumer shall be charged at <br /> the average daily consumption as shown by the meter when in order. Meters <br /> in sizes from one-half inch to two inch inclusive, may be removed and tested <br /> free of charge to the consumer once every five years, and may be tested mor <br /> often than once during a five year period upon the written request of the con- <br /> sumer, and shall be tested in his presence in the shops of the Water Depart- <br /> ment and a report thereon shall be duly made. Both the parties to the test <br /> must accept the finding so made. If the test discloses an error against the <br /> consumer of more than three percent in the meter's register, the excess <br /> (Ordinance) -2- <br />
