i <br /> PLANNING DIRECTOR DETERMINATION <br /> Review Process 11#02•007 <br /> (�old's Gym) <br /> INTRODUCTION: The City of Everett Planning Department received an applicalion from Richard Wacker, 2902 I <br /> Rucker Ave, Everett, WA 98201, requesting a 10% pa�king reduction for the Gold's Gym facility located at 2902 I <br /> Rucker Ave. E.M.C. Section 19.34.070 allows for a modification of parking requiremenis subject to Planning <br /> Director Approval under Review Process II. � <br /> i <br /> � <br /> PROJECT DESCRIPTION: Gold's Gym has moved to a new location at 2902 Rucker Ave. Its previous location <br /> was at the southwest comer of Wetmore Ave and Califomia Street in the basement of the old Bon Marche building <br /> located downtown in the central business district area. The sife had some parking available in the old Bon Parking <br /> Garage, but was mainly dependent upon available on-street parking for vehicies. However, many oi lhe gym's <br /> clients work in the downtown area and are within walking distance of the gym. <br /> At their new location, Gold's Gym is required to provide 75 on-site parking spaces based upon a parking <br /> requirement ratio of 1 parking space per 100 sq.ft. of building area. The new location is just four blocks from their <br /> old location and adjacent to the central business district. There is parking available within the building and the 5 <br /> applicant has purchased and aiso leased property immediately across the alley to the west of the building that will <br /> be permanently available for client parking. In addition to the off-street parking that is being made available on a <br /> pertnanent basis for the gym's clients, there is also on-street parking available adjacent to the building on both <br /> Rucker and Hewitt Avenues. <br /> The applicant has requested a parking reduction of 10% as provided for under Section 34.070 of the City's Zoning � <br /> Code. In evaluating such a request,the Planning Director shall consider the following factors: � <br /> t. Type of use proposed and traffic generation, including hours of rperation, irequency of employee and � <br /> customer trips, and other specific factors relating to the proposed u:e. <br /> 2. Location of lhe subject property, proximity to and availability of public iransportation facilities, likelihood of � <br /> customers or employees to use public transportation. � <br /> 3. Other information which is relevant and necessary to make a determination as to the validity of the request <br /> for modification. Such additional information may include parking studies and traffic surveys for the <br /> proposed project vicinity and data conceming the actual parking demand of other aimilar uses. <br /> � <br /> DECISION: The Planning Director has reviewed the proposal and hereby grants a 10% reduction of the number of � <br /> parking slalls required for Gold's Gym. The Director based his decision on the following findings for each of the ; <br /> evaluation criteria listed above: <br /> 1. The proposed use is a fitness facility that is open seven days a week, M-Th 5am to 10pm, Friday ti119 pm, Sat j <br /> 8am to 5 pm and Sunday 8am to 4pm. Monday thru Friday is the peak usage days with the weekend usage <br /> being minimal. The membership usage base consists of approximately 30-32% City and County employees <br />
