September 25, 2013 <br /> After they have been to court or have served their time, they are released <br /> into Snohomish County rather than returned to the communities they <br /> came from. He requested that the city council, the mayor, the fire chief <br /> and the police chief send a strong letter to the county executive and <br /> county council to force the issue that upon release, the charging agency <br /> or city pick up the individual and release them back into their community. <br /> Mayor Stephanson stated that he has spoken to the sheriff's office <br /> regarding this issue. He remarked that the city has also been in contact <br /> with a number of businesses impacted by individuals sleeping on their <br /> sidewalks and has considered an ordinance that would fine people for <br /> lying or sitting on the sidewalk. He expressed that there is a need to first <br /> engage the mental health community. <br /> Deputy Chief Dan Templeman, police, spoke regarding the police <br /> department's efforts to alleviate the problems. <br /> Council President Moore announced the opening of a Burlington Coat <br /> Factory store at the Everett Mall. <br /> CITY ATTORNEY <br /> City Attorney Iles requested an executive session following the meeting <br /> concerning a litigation matter pursuant to RCW 42.30.110(1)(i)(a).
