Metropolitan Center for <br /> Applied Research & Extension <br /> rI :`nls <br /> rXrrr :>ION <br /> Date: March 15, 2019 <br /> To: Hil Kaman,City of Everett <br /> From: Martha Aitken and Brad Gaolach, WSU Metropolitan Center <br /> Subject: Proposal for the Assessment Phase of an evaluation framework for the CHART Program <br /> The WSU Metropolitan Center for Applied Research and Extension (Metro Center) has developed this <br /> proposed scope of work to help the Chronic-Utilizer Alternative Response Team (CHART) create an <br /> evaluation framework to determine CHART's effectiveness and assess the financial return on <br /> investment. <br /> About the Metro Center <br /> The Metro Center helps Washington's cities and metropolitan communities create vibrant economies, <br /> healthy communities, and sustainable environments by connecting decision-makers with the expertise <br /> of Washington State University. Using a project-based and client centered approach, we produce <br /> practical solutions to the challenges that cities face, helping them build capacity to create sustainable <br /> solutions for the future. <br /> For each project, we compile a unique team with the necessary expertise and attributes to successfully <br /> complete all project goals.Team members primarily include WSU faculty and staff, and may also include <br /> faculty from other universities or external partners,as needed,to effectively complete the project. <br /> Potential team members were contacted during the creation of this proposal to ensure that we have the <br /> ability to undertake and fulfill the actions proposed below.Their input and expertise is incorporated into <br /> this proposal. <br /> Project Background <br /> We were initially contacted by Hil Kaman (Public Health and Safety Director/Prosecutor, City of Everett) <br /> on October 15, 2018 about the possibility of the Metro Center creating an evaluation framework for the <br /> CHART Program. We had a subsequent phone conversation about the project on 10/18 which provided <br /> us with some background and broad goals, then assembled a team which included Metro Center <br /> Director, Brad Gaolach, and Assistant Director, Martha Aitken, and the following WSU faculty: <br /> • Bidisha Mandal, an Associate Professor in the School of Economic Sciences who specializes in <br /> health economics, and has expertise in econometrics, survey research methods,and analysis of <br /> large secondary data on health outcomes and health related outcomes. <br /> • Kevin Harris, a Senior Facilitator for Health Policy at the William D. Ruckelshaus Center, and <br /> Assistant Professor at WSU, who has helped the Snohomish Health District and Snohomish <br /> County Health Leadership Coalition assess, evaluate and facilitate governance and <br /> organizational improvements, as well as scaling collaborative processes to impact county <br /> population health outcomes. <br /> 3/15/2019 MetroCenter.wsu.edu Page 1 of 3 <br />
