1,i ORDINANCE NO. 2 3 4 AN ORDINANCE PROVIDING FOR THE IMPROVEMENT OF: 5 20th Avenue West, from the North boundary line of SR 526 to the North boundary line of the S 1/2 of the 6 NW 1/4 and on the North boundary line of the S 1/2 of the NE 1/4, of Section 11, T28N,R4, EWM, 7 by constructing a four-lane highway, underpass structure together 8 with all necessary appurtenances, and doing such other work as may 9 be necessary in connection therewith, all in connection with plans to be prepared by the City Engineer, creating an enlarged district, 10 allocating the costs of the improvement in said enlarged district, and providing for the payment of said improvement by special 11 assessments on the property in said district under the mode of pay- 12 ment by bonds. 13 WHEREAS, by Resolution No. 7468 of the City of Everett, the City Council has declared its intention to order the improve- 14 ment above outlined and doing all work in connection therewith to make a complete improvement in accordance with maps, plans and 15 specifications on file in the office of the City Engineer of the 16 City of Everett, 17 NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: 18 SECTION 1: That an improvement be made of: 19 20th Avenue West, from the North boundary line 20 of SR 526 to the North boundary line of the S 1/2 of the NW 1/4 and on the North boundary line of the 21 S 1/2 of the NE 1/4, of Section 11, T 28N, R4, EWM, 22 by constructing a four-lane highway, underpass structure together with all necessary appurtenances, and doing such other work as may 23 be necessary in connection therewith, all in connection with plans 24 to be prepared by the City Engineer, all in accordance with maps, plans and specifications on file in the office of the City Engineer 25 of the City of Everett, which maps, plans and specifications are hereby approved and adopted. 26 SECTION 2 : That the costs and expenses of such improve- 27 ment, including all necessary and incidental expenses, shall be borne by and assessed against the property included in the assess- 28ment district herein created in accordance with the special benefits 29 conferred thereon, without regard to the zone and termini method of spreading assessments. 30 SECTION 3 : That there is hereby created a local improve- 31 ment district to be known as Local Improvement District No. which district shall include all of the property described in 32 Section 4.
