WHEREAS, the City of Everett, due to increased costs of construc- tion of trunk sewer lines and special facilities required for acceptance and transportation of sewage, deems it necessary to expand its charges for sewer connections to include charges to property which has not paid the cost of construction of a trunk sewer line or special facilities required for acceptance and transportation of sewage; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1. That Everett City Code Section 14. 12. 010 is hereby amended to read as follows: "14. 12. 010 Connection charges. All persons desiring to connect a private sewer to a public sewer to serve property which has not been charged with the costs of a lateral sewer and/or trunk sewer and/or special facilities required for acceptance and transportation of sewage by local improvement district assessment or otherwise shall pay in cash, in addition to the payment of the ten dollars initial connection permit fee required by ordinance of the city, a connection charge equal to the applicable charge under paragraph I C or I D or paragraph II D or II E of Section 14. 12. 020 below for each month sewer service was available prior to filing the application. Such charge in any event shall not exceed the sum of two hundred and fifty dollars. " Section 2. That Everett City Code Section 14. 12. 020 is hereby amended to read as follows: "14. 12. 020 Charges and rates for sanitary sewerage service. The classes of users connected and to be connected to the sanitary sewerage system or the combined sewerage system and the charges for sewerage service for each are hereby fixed as follows: I. Properties served by the Everett municipal water system within the corporate limits of the city: A. Flat rate domestic water accounts: 1. Single family dwellings - two dollars and twenty-five cents per month. 2. Multiple family dwellings - two dollars and twenty-five cents per month for first living unit, plus two dollars for each additional living unit. (A living unit is defined as one or more habitable rooms which are occupied, rented, hired out to be occupied, or intended to be occupied by one family consisting of one or more persons for living, sleeping and eating. ) B. Metered water accounts: 1. Where service is to a single family dwelling, multiple family dwelling, duplex, triplex, etc. , apartment house, the rate for sewer
