by local improvement district assessments or otherwise (excluding the connection charge provided for in Section 14. 12. 010) in addition to the rates provided for in paragraph II A--two dollars and seventy-five cents per month; provided, that the rate per single family dwelling in the area specifically described in paragraph I C shall be three dollars and seventy- five cents per month in addition to the rates provided for in paragraph II A above. III. Properties served outside corporate limits or not otherwise provided for in paragraphs I and II above.
