1. Wetland restoration shall be performed by removing fill,grading and planting of native wetland <br /> plants in accordance with the Critical Areas Study and Mitigation Plan dated October 30, 2017 <br /> (mitigation plan). <br /> 2. Following the removal of fill within the wetland/buffer areas,the on-site soils must be <br /> evaluated for their suitability to support native wetland and buffer plants. If necessary, <br /> additional topsoil must be provided as set forth in the mitigation plan. <br /> 3. The interim stream and wetland buffer on the north and east sides of the stream shall be a <br /> minimum of 30 feet at this time. This area shall be planted with native vegetation per the <br /> planting schedule provided in the restoration plan. This shall be an interim buffer necessary to <br /> prevent erosion,sedimentation and water quality problems within the stream and wetland <br /> areas. A permanent buffer will be established at such time as a formal land use application is <br /> submitted and approved for the property. It is noted that a reasonable use application will be <br /> the appropriate application process, since the standard wetland and stream buffers would most <br /> likely render the property undevelopable (see Option 3 graphic exhibit in the mitigation plan). <br /> 4. Fencing—A construction fence or other temporary fence shall be installed along the edge of the <br /> 30' buffer. <br /> 5. Removal of Vehicles from site. Please note the temporary use permit to allow truck parking on <br /> the site has expired and the trucks must be removed from the site. <br /> 6. Public Works Permit—Per the Violations Hearing Examiner Order dated 8/31/17, an application <br /> for Public Work permit shall be submitted no later than November 28,2017. Please contact the <br /> Public Works/Permit Services Department at 425-257-8810 for more information on submittal <br /> requirements. <br /> 7. Performance Bond—A performance bond in the amount of 300%of the value of restoration <br /> work(materials and labor) at the time of Public Works permit issuance. <br /> 8. Timing of Restoration Work-The City will not impose seasonable limitations on restoration <br /> work since the project involves correcting a violation and will reduce water quality impacts on <br /> Swamp Creek. Restoration work shall be completed by December 29,2017. <br /> 9. Pre-application Meeting request—This request(and fees)should be submitted at the Permit <br /> Services office, located at 3200 Cedar Street—second floor.
