Exhibit A <br /> KPFF Scope of Work <br /> Grand Avenue Park (Utility and Pedestrian) Bridge <br /> Plans, Specifications, and Engineer's Construction Cost Estimate <br /> PROJECT DESCRIPTION <br /> The Grand Avenue Park Bridge project when constructed will fill two key purposes. The first <br /> purpose is to provide a connection between critical combined sewer improvements with outfalls <br /> on the shoreline of Puget Sound. The Burlington Northern/Santa Fe (BNSF) railroad tracks and <br /> State Route SR529 (West Marine View Drive) stand as barriers between the Grand Avenue <br /> Park and Puget Sound requiring a grade separated crossing to complete the connection. In <br /> addition to providing the utility connection, the structure's second role will be to function as a <br /> pedestrian bridge between Grand Avenue Park and the waterfront. <br /> SCOPE OF WORK EXECUTIVE SUMMARY <br /> This scope has been broken into sub-projects, referred to as phases. The sub-projects or <br /> phases have been established to accommodate various funding sources for the project. Each <br /> funding source has its own unique phase. Federal funding will be used in one or more of the <br /> proposed phases; therefore, the WSDOT Local Agency Guidelines (LAG Manual) will be used <br /> to ensure that the processes, documents, and approvals necessary to obtain Federal Highway <br /> Administration (FHWA)funds will be met. The phases are: <br /> Phase 1 — Grand Avenue Park Bridge <br /> The project boundaries for Phase 1 will include the intersection of Grand Avenue and 16th, the <br /> park, the proposed bridge and approaches, and utilities from the intersection of Grand Avenue <br /> and 16th over the bridge and for a distance of 50 feet passed the bridge toward the north. For <br /> funding purposes the bridge scope of work has been separated into two parts: <br /> A. Utility Bridge <br /> B. Pedestrian Upgrades <br /> Phase 2 —West Marine View Drive Utilities <br /> The project boundaries for Phase 2 will include the utilities from the 50-foot northern offset <br /> boundary of Phase 1 to their final outfalls. <br /> Each phase will be made up of three parts, which include the following: <br /> Part 1 - Type, Size and Location (TS&L) <br /> Part 2 - Plans, Specifications and Cost Estimate (PSE) <br /> It is assumed that Part 1 and 2 of each phase will be accomplished during the time period from <br /> December 1, 2014 through December 31, 2015. <br /> KPFF Scope of Work November 10, 2014 <br />
