• A current title report will be provided by the client.
• At the time of scoping this project there are two (2) known easements that will need to be
prepared for the utility bridge footing west of Marine View Drive. This scope and fee allows
for two (2) easements descriptions and exhibits only. Additional easements will require an
additional fee. Easement document preparation and recording to be by the City of Everett.
• Easements shall be for the bridge footing west of Marine View Drive, and include one
construction easement and one permanent easement.
• Potholing utilities will be limited to 12 potholes in the survey area. Potholing coordination
shall be by KPFF Survey, and shall be for mapping clarifications, if needed. KPFF Civil shall
coordinate utility potholes that may be needed for design conflict resolution..
• Underground utility depths and sizes will not be shown except where record utility
information is available, or where pipe size can be measured, such as sanitary and storm
maintenance holes.
Deliverables
Deliverables per the City of Everett Surveying Standards, as further detailed in the Project
Submittal List.
3. Geotechnical Investigation and Recommendations (HWA)
3.1 — Preliminary Geotechnical Engineering Field Explorations
3.11 — Review Available Geotechnical Information
HWA shall review available geotechnical and geologic information in the project area. This
review will include geologic maps, online geotechnical databases, HWA's exploration library and
other information that may become available.
3.12 — Plan Field Exploration Program
HWA shall plan an appropriate field exploration program that complies with the exploration
frequencies dictated in the WSDOT geotechnical design manual for the proposed
improvements. HWA shall coordinate with local drillers to determine the best drilling equipment
for each exploration, given the site constraints and exploration objectives.
3.13 — Generate Field Exploration Memo
HWA shall generate a field exploration memo that outlines our proposed field exploration
program. This memo will be used to convey critical information to the city for permitting and
approval processes. The memo will include a narrative explaining the type, depth, location and
timing of our proposed field explorations. A figure showing the locations of our proposed field
explorations, laydown areas and access points will be provided. Traffic control plans will be
included, as appropriate.
3.14 — BNSF Field Work Coordination
HWA shall coordinate with BNSF for all explorations conducted within the BNSF rail right of
way. We expect that this coordination will include scheduling appropriate drilling equipment as
well as securing a BNSF flagger for the duration of the drilling within the subject right of way.
Coordination will include the generation of a BNSF specific field exploration narrative that
outlines proposed work within the BNSF right of way. BNSF flaggers will be paid for under sub-
contract with HWA.
KPFF Consulting Engineer November 10, 2014
Grand Avenue Park Utility Bridge, Phase 1A Page 11 of 55
