2. Topographic and Boundary Survey (KPFF)
KPFF Consulting Engineers, Inc. will be providing survey services on this project.
2.1 — Boundary and Right of Way and Topographic Survey
2.11 — Boundary and Right of Way Survey
A field survey shall be performed using a combination of conventional and GPS survey
techniques to obtain necessary ground information and supplemental mapping detail.
Specifically, this survey shall include the right of way for Grand Avenue from 16th Street to 17th
Street, BNSF Railroad right of way, SR 529 (West Marine View Drive) as well as property
boundary lines within the project limits, including easements affecting said properties. Boundary
survey shall include title report analysis on Port of Everett property and depict easements of
record within project limits. The survey will also include the preparation of descriptions and
exhibit maps for 2 easements (one construction easement and one permanent easement)
pertaining to the utility bridge footings and right of entry coordination in conjunction with design
engineer.
2.12 —Topographic Survey (Utility Bridge)
Topographic survey shall include all planimetric features, within the project area and
underground utilities, based on record information and utility locates. Utility locates shall be
provided by Mt. View Locating Inc. and potholing shall be performed by APS. Topographic
information to be provided as follows:
• Grand Avenue and 16th Street intersection and 100' (feet) North and 200' (feet) South of
said intersection, along Grand Avenue. Survey shall include the driveway and the house on
the northwest corner of the intersection.
• West Face of curb along Grand Avenue between 16th and 17th Street, extended westerly to
the east line of BNSF Railroad Right of Way.
• Locate BNSF track alignment 1100' (feet) north and south of 16th Street.
• 200' (feet) in width, 100' (feet) each side of the centerline of unopened 16th Street extended
westerly to marina. Overhead power line heights will be provided within the 200' (foot) limits
described above.
This survey shall be performed using Washington State Plane Coordinates on NAD 83/91 for
horizontal control and vertical datum on NAVD88 per City of Everett Survey and CAD
standards.
The survey digital file shall be formatted to be compatible with Civil 3D terrain modeling
software.
2.13 — 3D Laser Scan
A 3D laser scan of the overhead utility lines and poles at the westerly extension of 16th Street
may be required, if conventional survey methods are unable to provide adequate data on said
lines. This 3D laser scan shall supplement the topographic basemap and provide detailed
information on overhead utility heights, and sag of utility lines to insure the design maintains
adequate clearance. KPFF shall establish control points for laser scan if necessary.
Assumptions/Exclusions
• Surveyor will be provided with access to the site during the course of the project.
• No corners will be set and no record of survey will be recorded as part of this scope.
KPFF Consulting Engineer November 10, 2014
Grand Avenue Park Utility Bridge, Phase 1A Page 10 of 55
