3.32 — Generate Draft/Final Geology and Soils Discipline Report
HWA shall prepare a Geology and Soils (Earth) discipline report. The Geology and Soils
discipline report shall include an existing conditions (affected environment) section that will
describe subsurface conditions, project geology, tectonics and seismicity, geologic hazards, and
sensitive areas. The discipline report shall also include a discussion of geotechnical impacts in
relation to each element of the affected environment (direct, indirect, and cumulative impacts)
as well as impacts during construction. Mitigation measures shall be proposed to offset
potential impacts. This work will be based on existing reports and work conducted for the project
design.
3.33 — Provide Geotechnical Support for BA and other Documents
HWA shall provide geotechnical support for the development of the biologic assessment and
other related environmental documents. HWA shall not generate these reports but will provide
specific language on an as needed basis to assist the team in development of these documents.
3.4— Preliminary Geotechnical Engineering Task Management
3.41 —Attend Project Coordination Meetings
HWA shall participate in bi-monthly project coordination meetings throughout the preliminary
design process. The preliminary design project coordination meetings will take place at KPFF's
Seattle office from August to October of 2014 (6 coordination meetings).
3.42 —Task Management
HWA shall prepare monthly invoices, and progress reports if required. We will correspond with
the City of Everett and KPFF in the form of emails, fax, and telephone calls, as necessary.
Assumptions
• HWA shall pay prevailing wages to subcontractors.
• Phase 1 and Phase 2 geo-environmental sampling and reporting will be completed by
others
• A BNSF flagger will be required for all explorations within BNSF right of way.
• The borehole locations will be surveyed by others.
• Relatively disturbed soil samples will be collected from the borings using the Standard
Penetration Test (SPT) at intervals of 2.5 feet in the upper 20 feet and at intervals of 5 feet
below 20 feet (if applicable).
• The boreholes will be backfilled to the surface.
• Investigation derived waste (IDW) that includes soil cuttings and drilling mud will be removed
from the site and disposed of as part of this contract (only non-contaminated IDW). Any
contaminated IDW will be placed in 55 gallon drums and stored at a location designated by
the City. The contents will be tested for type and contamination concentration to determine
appropriate disposal protocol. Analytical testing and disposal coordination will be completed
by Landau Associates. Disposal of contaminated soils will be completed by HWA's drilling
subcontractor once analytical testing is completed.KPFF will obtain/provide permission to
access the proposed exploration locations.
• Street use and other permit fees will be paid by the City.
• Utility work will extend from Grand Avenue to approximately 250 feet north of the proposed
western bridge abutment.
KPFF Consulting Engineer November 10, 2014
Grand Avenue Park Utility Bridge, Phase 1A Page 14 of 55
