Deliverables <br /> • Preliminary and Final ECS per the Project Submittal List. <br /> 12.13 — Environmental Justice <br /> If requested, Landau Associates shall prepare the WSDOT Environmental Justice — Decision <br /> Matrix to assist the project team in determining whether minority or low-income groups or <br /> individuals should be targeted during the project's public involvement process. Based on <br /> available existing demographic information, we will inventory the population potentially impacted <br /> by the project to determine the extent of populations that conform to U.S. Department of <br /> Transportation (USDOT) definitions for "minority" and "low-income." We will examine US <br /> Census block information for the project area and local school district attendance records, and <br /> we will compare demographic information of the people within the study area to the larger <br /> City/County populations to evaluate whether any minority or low-income populations reside <br /> within the project limits that exceed the characteristics of the City or the County as a whole. <br /> Landau Associates shall also prepare a WSDOT Environmental Justice "letter to file" for the <br /> proposed project. The "letter to file" will be prepared consistent with Section 458 of the WSDOT <br /> Environmental Procedures Manual. This work will include the following: <br /> • A summary of the public involvement that has occurred for the project and documentation of <br /> any issues related to minority and low-income populations that have arisen through the <br /> project's public involvement process. <br /> • A summary of the demographic information. <br /> • Evaluation of any disproportionately high and adverse effects on minority or low-income <br /> populations as defined by the USDOT, which will include but not be limited to impacts <br /> associated with transportation, housing, community cohesion, and health and social <br /> services. <br /> • A description of any measures that shall be taken to address disproportionately high and <br /> adverse effects on minority of low-income populations. <br /> Assumptions <br /> • The City will provide sufficient information on the project's public involvement history for <br /> Landau Associates to summarize in the report. <br /> • Landau Associates shall not conduct door-to-door surveys of impacted dwellings or <br /> businesses. <br /> • A single matrix and letter to file will be prepared and will incorporate the utilities north of the <br /> bridge project segment (Task 24.13). <br /> • The pedestrian bridge phase of the project will be included in the letter to file but does not <br /> require any additional analysis. <br /> Deliverables <br /> • Decision matrix, and draft and final Environmental Justice letter per Project Submittal List. <br /> KPFF Consulting Engineer November 10, 2014 <br /> Grand Avenue Park Utility Bridge, Phase 1A Page 35 of 55 <br />
