• The pedestrian bridge phase of the project will be included in the checklist but does not <br /> require any additional analysis. <br /> Deliverables <br /> • Draft and Final SEPA Checklist per the Project Submittal List. <br /> 12.12 — Environmental Classification Summary/Documented Categorical Exclusion <br /> Landau Associates shall prepare a Local Agency Environmental Classification Summary (ECS) <br /> with supporting documentation as required by WSDOT. We will compile and review <br /> environmental information from readily available public domain resources to gain a general <br /> understanding of environmental resources along the project corridor. <br /> The ECS will require a discussion of stormwater treatment and detention, which will be based <br /> on information provided by KPFF. <br /> As detailed in the tasks below and Task 24.12, the ECS will be supported by a series of <br /> independent documents (to be prepared by Landau Associates) to include an evaluation of <br /> environmental justice, effect on species and habitats listed under the Endangered Species Act <br /> (ESA) and Essential Fish Habitat (EFH), Section 4f properties, cultural resources, and <br /> hazardous and problem waste. <br /> On behalf of the City, Landau Associates will submit a preliminary version and final version (with <br /> required supporting documentation included in Tasks 5.0 and 24.0) of the ECS to WSDOT. <br /> Assumptions <br /> • Utility bridge phase NEPA process will be coordinated through WSDOT to satisfy FHWA <br /> NEPA requirements. <br /> • The pedestrian bridge phase of the project will be included in the ECS but does not require <br /> any additional analysis. <br /> • The project will be determined to be a Class II Documented Categorical Exclusion and <br /> neither a NEPA Environmental Impact Statement nor an Environmental Assessment will be <br /> required. <br /> • The proposed project will not result in significant horizontal or vertical alignment of the <br /> existing roadway. <br /> • Individual discipline reports analyzing noise, aquifer recharge areas, floodplains and <br /> floodways, critical and sensitive areas, resource lands, tribal lands, visual quality, and <br /> Section 6(f) lands will not be required, and modeling efforts will not be required for these <br /> elements of the environment. <br /> • Wetland, waterway, and associated buffer delineation will not be required. <br /> • For purposes of Section 4(f) compliance, the City will provide written approval from <br /> appropriate staff that all possible planning to minimize harm has been accomplished in the <br /> location and design of the proposed bridge in relation to property associated with Grand <br /> Avenue Park, and indicating the proposed project provides a net benefit to Grand Avenue <br /> Park.
