Biological Assessment (BA) Section 7 Endangered Species Act (ESA); Magnuson-Stevens Act <br /> Essential Fish Habitat (EFH) Evaluation <br /> Landau Associates shall incorporate information regarding the utilities north of the bridge project <br /> segment in a BA for selected species federally listed as threatened or endangered in the action <br /> area under the ESA and EFH Evaluation for the proposed project. Landau Associates shall <br /> obtain updated species lists from agency websites, request site-specific species and habitat <br /> information from the WDFW priority habitats and species database, and review information from <br /> the Washington Natural Heritage Program. A site reconnaissance to identify existing site <br /> conditions will also be completed. <br /> Landau Associates shall prepare a draft BA and EFH for review and comment by KPFF and the <br /> City, and then a final document. <br /> Deliverables <br /> • Draft and Final BA and EFH Evaluation Reports per the Project Submittal List <br /> Assumptions <br /> • No property acquisition is assumed. <br /> • The aerial photographs and environmental database report obtained under Task 5.18 will <br /> cover the project area. <br /> • One trip will be made to Ecology's Northwest Regional Office in Bellevue, Washington for <br /> document review in coordination with Task 5.18. <br /> • The current project alignment is adjacent to the Port of Everett Everett Shipyard Site which <br /> is currently undergoing cleanup under a Consent Decree with Ecology. Areas of known soil <br /> contamination are present within the proposed project area. Soil samples collected from <br /> planned geotechnical borings will not be sufficient to accurately estimate the volume of <br /> contaminated soil likely to be encountered during project construction. A phase II <br /> Environmental Site Assessment is not included in our scope and budget. It is anticipated <br /> that additional samples would be collected, if deemed necessary, following completion of the <br /> design phase. <br /> Contaminated Media Management <br /> As indicated above, the current project alignment is adjacent to the Port of Everett Everett <br /> Shipyard Site which is currently undergoing cleanup under a Consent Decree with Ecology. <br /> Cleanup is scheduled to continue through 2014. Areas of known soil contamination are present <br /> within the proposed project area, some of which may not be removed as part of the planned <br /> cleanup at the Everett Shipyard Site. Coordination with and approval from the Port and Ecology <br /> will be required prior to ground disturbing activities in areas of identified contamination <br /> associated with the Everett Shipyard Site.
