PROPOSAL TO THE CITY OF EVERETT <br /> 44 CLIMATE ACTION PLAN CONSULTANT <br /> 2. TECHNICAL CAPABILITY, APPROACH, AND CAPACITY <br /> A. What is your approach to this project? List the primary features or work tasks. <br /> Describe your execution, management, and control of the project <br /> The City of Everett's decision to develop a Climate Action Plan (CAP) is timely and essential. Everett's approach— <br /> drawing from existing City plans and policies and climate science produced by leading regional and national <br /> organizations—represents an efficient and effective way to take on this critical work. We are eager to bring our <br /> unique skillset and extensive local experience to this project, supporting the City as it formalizes its climate action <br /> strategies. <br /> Cascadia's approach to this important effort centers on ensuring that the project integrates and aligns internal and <br /> external reference sources—resulting in a CAP that is cogent, ambitious, actionable, and equitable.Additionally,we <br /> will bring in our external expertise and regional context—gained from dozens of climate action planning projects for <br /> local and regional clients throughout the Northwest and beyond—to ensure that the plan incorporates best <br /> practices that make it as useful and engaging as possible. A summary of our approach to this project is laid out in <br /> the four tasks below. <br /> Task 1 –Kick-off and scoping <br /> We will convene an initial kick-off meeting to help us understand the data already available, review the supporting <br /> City plans, and make key decisions regarding project methodologies,scopes,and boundaries.We anticipate using <br /> the kick-off meeting to begin identification and sharing of relevant data and sources available to the City and build a <br /> shared understanding of the project's goals, key outcomes, and methodologies for meeting those outcomes. Based <br /> on this meeting,we will produce a final project work plan and schedule. We will share this final plan with the <br /> Planning Commission and use it as a guide for scheduling the workshop and public hearing. <br /> Once the project is underway, Cascadia will continue to coordinate with the client team through brief monthly <br /> status update calls with the client. Our project manager will also be available as needed for additional check-in calls <br /> to discuss specific project elements,address any issues that arise, and provide strategic input to the client team. <br /> Deliverables <br /> ► Finalized project work plan and schedule <br /> ► Monthly invoices and status update calls throughout the project <br /> Task 2–Draft CAP <br /> At the kick-off meeting in Task 1, we will work with the client to envision the format,objectives, and audience for <br /> the final deliverables.We will establish expectations at the start of the project and will review and discuss these <br /> expectations and adjust as appropriate before preparing the draft and final Plan documents. Cascadia will produce a <br /> draft CAP document that generally hews to the outline provided in the RFP and reflects the project goals and <br /> parameters established in the kick-off meeting.We anticipate the CAP will include the following key components: <br /> ► Introduction:This will define the CAP and set the stage by describing the history of sustainability in the city <br /> and region.The introduction will conclude with an outline of the CAP,which includes mitigation,adaptation <br /> and economics. <br /> sr ASCADIA 6 <br /> -...
