PROPOSAL TO THE CITY OF EVERETT <br /> CLIMATE ACTION PLAN CONSULTANT <br /> ► Baseline and projections summary,summarizing and discussing baseline conditions and forecasts of GHG <br /> emissions.This section could also briefly cover observed and projected changes in climate,and likely <br /> impacts of climate change on the County and the region. <br /> ► Strategies and actions,describing each overarching strategy and corresponding actions related to <br /> mitigation,adaptation, and a community-based approach.This will include subsections for mitigation and <br /> adaptation strategies. <br /> ► Implementation and evaluation planning,to guide action and monitor progress. <br /> A transformation of the City's carbon emissions profile depends on changing fundamental drivers of investment <br /> and behavior in the urban emission systems.To that end,we believe that the CAP must identify clear and concrete <br /> strategies and actions for reducing emissions and improving resilience. To develop strategies for both mitigation <br /> and adaptation,we will: <br /> 1.Assess the current conditions,through external research sources such as UW CIG climate data and forecasts, <br /> data from the City's 2016 wedge analysis and Cascadia's recent local emissions analysis work, and our team's <br /> past experience working with clients including Snohomish County,the Puget Sound Regional Council, and Puget <br /> Sound cities including Shoreline, Bellevue,Seattle, and Tacoma. <br /> 2.Set an ambitious,achievable,and equitable vision for a climate-resilient Everett, drawing on input from the <br /> client team and Planning Commission, and our team's internal climate planning expertise. <br /> 3. Integrate,align, and build on the City's current strategies and policy levers—as captured in its Comprehensive <br /> Plan, Bicycle Master Plan,wedge analysis,and Hazard Mitigation Plan—to create a comprehensive set of <br /> strategies for achieving the City's climate resilience vision. For each strategy,we will also identify <br /> implementation actions and performance metrics that will aid the City in moving forward and tracking its <br /> progress. <br /> We understand that the City would like to keep this project streamlined and draw heavily on existing data sources <br /> and City documents.We are experienced in bringing together existing sources to create unified plans, and believe <br /> this approach will be effective in delivering a functional and strategic CAP at an affordable price;that said, if during <br /> the course of the project it becomes clear that additional research is necessary, Cascadia will work with the client <br /> team to provide on-call technical support. <br /> Deliverables <br /> ► Draft CAP document <br /> ► On-call support for technical analysis related to drafting the CAP <br /> Task 3–Planning Commission Workshop <br /> Task 3.1 Planning Commission Workshop <br /> Our team will hold an interactive workshop with the Planning Commission and members of the public to review the <br /> draft CAP document developed in Task 2. Engagement with the Commission will be essential to ensure that the CAP <br /> aligns with other City priorities and initiatives and is tailored to the specific context and needs of Everett.While we <br /> expect to finalize the workshop format with the client team, we anticipate that it will have three key elements: <br /> An introductory presentation to summarize our methodology, introduce the draft CAP and orient attendees, <br /> and clearly indicate which portions are open for input and which, if any, have already been finalized. <br /> 7 <br /> C ASCADIA <br />
