SECTION 2 - SPECIFICATIONS <br /> 2.1 BACKGROUND <br /> The City of Everett seeks a consultant to produce a Climate Action Plan for the City's Planning <br /> Commission. The City considers the Climate Action Plan (CAP)as a strategy for responding to climate <br /> change and developing a resilient city. The city has a budget of$25,000 for this project. <br /> In April 2019,the Everett City Council passed resolution#7359 (Appendix A)which recommends specific <br /> targets such as: <br /> • 100% renewable energy; <br /> • support zero emission vehicles; <br /> • support low carbon fuel standards; <br /> • improve building efficiencies and <br /> • link emergency management plans with adaptation measures. <br /> Updating the City's Bicycle Master Plan and identifying funding resources to complete it is another climate <br /> action step that has been discussed, but such an update is beyond the scope of this RFP. <br /> In addition to the April Resolution,the City Council and Mayor sent a letter to the Puget Sound Regional <br /> Council (PSRC) requesting a stand-alone climate action element be included in the Vision 2050 update of <br /> the Regional Growth Strategy. A draft of the letter is provided as Appendix B. <br /> 2.2 SUPPORTING RESEARCH <br /> Much of the potential content for this plan currently exists in the form of previous work done by and for <br /> the City of Everett including: <br /> • 2014 Comprehensive Plan element on "Climate Change and Sustainability." <br /> • 2015 City of Everett Bicycle Master Plan <br /> • 2016 carbon wedge analysis by Climate Solutions and the Stockholm Environment Institute. <br /> • 2017 City of Everett Hazard Mitigation Plan <br /> Other information that can inform the Plan include information compiled by sources such as: <br /> • 2019 report "Growing the Green Economy in Washington State" by the Association of Washington <br /> Cities' Center for Quality Communities, <br /> o http://cfgc.org/wp-content/uploads/2019/04/ExploreEcoNomincCenterSummary.pdf <br /> o Full report: http://cfgc.org/wp-content/uploads/2019/04/ExploreEcoNomincCenterReport.pdf <br /> • University of Washington Climate Impacts Group, <br /> • NOAA, <br /> • Bloomberg, <br /> • Puget Sound Clean Air Agency, <br /> • Puget Sound Regional Council, <br /> • Climate Solutions, <br /> • Snohomish County PUD, <br /> • Puget Sound Energy, and others. <br /> 9 <br />
