• <br /> ORDINANCE NO. 2232-97 <br /> An Ordinance Amending Ordinance No. 1671-89, as amended, by Rezoning the Everett <br /> Community College Main Campus Site from R-1 and R-2 to R-2 I (Residential - Institutional) <br /> and Adopting a MasterPlan for the Everett Community College Campus. <br /> WHEREAS, Everett Community College (ECC) is an institution of higher learning which is <br /> located in a residential neighborhood with residential zoning; and <br /> WHEREAS, ECC has been operating continuously in this location since 1958 and has expanded <br /> occasionally as it has been able to obtain State funding for on-site improvements; and <br /> WHEREAS, on street parking by college students and staff has created long standing concerns <br /> in the surrounding neighborhood regarding insufficient off-street parking capacity; and <br /> WHEREAS, at the time of its last previous expansion,the City of Everett advised ECC that there <br /> would be no further land use approvals for expansion of buildings or facilities unless a master <br /> plan is approved by the City which contains a long term plan of future expansion and <br /> improvements to reduce on-street parking impacts caused by student and staff vehicles; and <br /> WHEREAS, ECC proposes to expand east of the existing campus to construct a new <br /> Instructional Technology Center building and additional off-street parking for both the new <br /> building and to reduce the existing on-street parking impacts caused by student and staff <br /> vehicles; and <br /> WHEREAS, the City Council approved an amendment to the Land Use Element of the <br /> Comprehensive Plan in 1996 which authorized the expansion of ECC into the next block east of <br /> the existing campus, giving ECC the following specific direction: <br /> Everett Community College shall work with the neighborhood in the development of <br /> the detailed master plan. The master plan shall provide for off-street parking and access <br /> improvements, with the principal access to the campus on Broadway (not North <br /> Broadway), which reduces the use of on-street parking by college students and staff, <br /> shall provide for the safety of school children walking to the adjacent Whittier <br /> Elementary School campus, shall include measures to direct college traffic away from <br /> the residential neighborhood, shall integrate public transit improvements to the greatest <br /> extent possible, shall provide for efficient on-site pedestrian and vehicular circulation, <br /> and shall include landscaping along street frontages and within parking lots that meet <br /> City standards. <br /> ; and <br /> WHEREAS,the Everett Zoning Code provides for an Institutional Overlay Zone which allows <br /> institutional uses such as ECC to develop in accordance with standards established through a <br /> public review process rather than the standards applicable in the underlying zone; and <br />
