187 <br /> r <br /> [ <br /> June 25,1975 <br /> The Regular Meeting of the Everett City Council was called to order at ' <br /> 3:00 P.M.,dune 25,1975,in the Conference Room of the Everett City Hall [ <br /> with President Kinch presiding and all Councilmen in attendance except 1 <br /> Councilmen Slpson and Ebert. <br /> 1 <br /> TWO-WAY LEFT TURN <br /> . Al Hendricks,City Attorney,said he and Hugh Warren of the Engineering <br /> Department met with representatives of the Highway Departrnent and Attorney <br /> General's Office in Olyrarria regarding two-way left turns,and variances <br /> from-the law. <br /> 1 <br /> ile said no sidewalk sign would be permitted,that the overhead signs across ' <br /> the two-way left turns were mandatory. As far as the valiance is concerned, <br /> it would have to be submitted to the Department of Highways,the Department <br /> 1 would forward it to the Federal Highway Commission,and then it would come <br /> back to the Administrator of the Highway and back to the State,which could <br /> possibly take a total of about a year to process. <br /> Councilman Ebert came in at this time. 1 <br /> 1 n'',;',::11-VofeMm=!,d,.;°V4-=',riL!Mee!2:frer"ver"""ig'n' , <br /> , <br /> Mayor Anderson then went over the suggestions for the various areas and <br /> more particularly on Colby from Pacific south. He again assured the Coun- 11$ <br /> cid he did not krmw how the rumor had started that there was going to be a <br /> bicycle path in this area because he bad no intention of putting a bicycle .'1 <br /> path on Colby. He recommended eliminating the two-way left-turn lane frOm ,.•., <br /> Pacific to 41st,with left turns only at the intersections,and from 52Cd 11,11 <br /> to 63rd Street,continue the two-way left turns. <br /> Moved by Councilman Langus,seconded by Councilman Michelson to concur an 14' <br /> the recommmndation and authorize the elimination of the two-way left-turn <br /> • lane from Pacific to 41st Street with left turns only at the intersections <br /> on Colby,left-turn lanes continuing from 43rd Street to 84th Street with <br /> the overhead signs being installed on the ornamental light standards and <br /> two-way left-turn lanes on Colby from 63rd Street south with the overhead 1 1,4 <br /> signs to be supported from guywires between the wooden poles,at a total <br /> coat of aPPrOximatelY$25,000. Also,that rho mayor present his suggestions <br /> for financing to the Budget Committee for their zmcommendation back to the •'[. <br /> Council. <br /> Roll was called with all Councilmen voting yes except Councilman Gipson who 12;1 <br /> was excused. <br /> Motion Carried <br /> ODD FELLOWS HALL IN LOWELL <br /> Bob Royce of the Inspection Department reminded the Councal that on Jan, , <br /> • ary 29 they had given an extension of six months to the owner of Odd Fel- <br /> lows Hall,1.1r.Manley,in order for him to rehabilitate the building. Also <br /> instructions were given for him to board up the building and make it secure <br /> immediately. Many complaints had been coming in regarding vandalism and <br /> people in the building,and as of June 19,the building was completely <br /> vandalized and open to the public.
