Upon roll call it was <br /> found that Mayor Moore end all councilmen were present except <br /> Councilman Stephenson end President Gipson who were excused. <br /> Minutes of the meeting held August 5,1987 were approved as printed. <br /> MAYOR'S COMMENTS <br /> Mayor Moore <br /> ek". proclaimed the week of August 17 through 22 as Me Value <br /> Mitls We <br /> PRESIDENT'S COMMENTS <br /> Vice President Marrow announced the City Council would hold a <br /> retreat an August 20th beginning at 8:00 a.m.at Walter Hall Park. <br /> PUBLIC HEARING-COMMERCIAL 8 LAND USE POLICIES <br /> rerickson, Planning Director, said the Planning Commission and <br /> CityCouncil have been updating portions-of. the 'Everett <br /> Comprehensive General Plan since the Growth Management Study in <br /> 1981, recommended <br /> mended revisions to the plan. The City Council adopted <br /> the SingleFamily Detached residential policies in 1904, In 1986, <br /> the Council adopted the Single Family Attached and Multiple Family <br /> Residential policies and the Residential Land Use Map. The Planning <br /> Commission decided that subsequent to the adoption of the <br /> residential ial policies and residential land u map for the entire <br /> city,the commercial and industrial land use use <br /> were the m <br /> critically imm�eed Of review. Portions of he city-had-been`Studied <br /> d had plans recently adopted (Southwestrete Comprehensive <br /> Plan, 19th Avenue o SE, recent annexation areas).a The desire of the <br /> h <br /> Planning Commission is to have oneset ofpolicies that pertain to <br /> commercial and industrial land <br /> use n all a of the City and for <br /> areas tbe annexed in the just <br /> as <br /> one <br /> set.of policies <br /> Pertains to residential land use in all areasof the City. <br /> The Everett Community Plan, adopted in 1972, contains policies for <br /> commercial and industrial land u However, this policy document <br /> ioutdated and does not include sufficient direction needed for <br /> revision of development related ordinances. Development issues and <br /> grown impacts a C <br /> expected to occur in and surrounding the City of <br /> Everett eed to he addressed at a policy level with much greater <br /> specificity than contained in the 1972 Everett Community Plan and <br /> expanded beyond the boundaries of the various sub-area plans. <br /> Allen Giffen of the Planning Department said the policies proposed <br /> address various categories of commercial and industrial land uses <br /> Such a "neighborhood e d business, a waterfront commercial," "light <br /> "heavy <br /> s <br /> manufacturing," etc. The policies provide the <br /> basis for furtherrevision of the zoning code, shoreline <br /> regulations`sign code and for te development o( other potntial <br /> Programs such e "gateway design districts"o architecturaldesign <br /> `view process.
