Upon roll cell it was found that Mayor Hansen, <br /> Councilmembera Anderson,Sneeroo,Warnock Gipson,Campbell,Pope sed <br /> Overstreet were present. <br /> Councih°ember Pope led the Pledge of ARegieoce. <br /> The minutes of the September 27,2000 City Cpuvcil meeting were approved as <br /> printed.Couucilmember Anderson abstained from the vote. <br /> MAYOR <br /> REPORT—ESA PLANNING DIRECTOR INTERPRETATION <br /> Paul Roberts, Planning Director. handed out the 'Maiming Director <br /> Interpretation,Interim Procedures for the Endangered Species Act Listing for <br /> Chinook Salmon." He explained that this responds to provisions in the City <br /> Zoning Code relating to environmentally sensitive areas and critical areas <br /> protection manures.Those measures provide for special protections for lista <br /> species nod priority species,specifically those listed under the Endangered <br /> Species no.That code has bee°in place for years,but only recently have Were <br /> been listings under the Am. The Planning Director Interpretation hes been <br /> issued to address procedurally how the city will respond to developments that <br /> may have an impact on protected listed species.It will provide both a measure <br /> of protection for the resource and for the City.It is a way of addressing the <br /> ESA on an interim basis. <br /> Couocilmember Overstreet questioned when public scrutiny would be possible. <br /> Paul answered Wet the-planning director knerprctations is referenced in the <br /> Shoreline Muter Plan and that the update is ongoing and is currently before the <br /> Planning Commission. There will be an epporruoity to comment under the <br /> Shoreline Master Plan update. <br />
