Upon roll cell it was found that Mayor Hansen, Councilmembera Anderson,Sneeroo,Warnock Gipson,Campbell,Pope sed Overstreet were present. Councih°ember Pope led the Pledge of ARegieoce. The minutes of the September 27,2000 City Cpuvcil meeting were approved as printed.Couucilmember Anderson abstained from the vote. MAYOR REPORT—ESA PLANNING DIRECTOR INTERPRETATION Paul Roberts, Planning Director. handed out the 'Maiming Director Interpretation,Interim Procedures for the Endangered Species Act Listing for Chinook Salmon." He explained that this responds to provisions in the City Zoning Code relating to environmentally sensitive areas and critical areas protection manures.Those measures provide for special protections for lista species nod priority species,specifically those listed under the Endangered Species no.That code has bee°in place for years,but only recently have Were been listings under the Am. The Planning Director Interpretation hes been issued to address procedurally how the city will respond to developments that may have an impact on protected listed species.It will provide both a measure of protection for the resource and for the City.It is a way of addressing the ESA on an interim basis. Couocilmember Overstreet questioned when public scrutiny would be possible. Paul answered Wet the-planning director knerprctations is referenced in the Shoreline Muter Plan and that the update is ongoing and is currently before the Planning Commission. There will be an epporruoity to comment under the Shoreline Master Plan update.
