EVERETT WASHINGTON ORDINANCE NO. 3781-20 An ORDINANCE establishing the City Procurement Policy, amending Sections 1,2, and 3 of Ordinance 3262-12,amending Section 1 of Ordinance 2458-00,and amending Section 1 of Ordinance 840-82 WHEREAS, A. The Everett City Charter in Section 4.13 provides that the City Council may by ordinance establish procedures for making bids and letting contracts. B. The City Council adopted Ordinance No. 2458-00, regarding the City's Purchasing Policy, in 2012. C. City staff has recommended a new"Standard Procurement Policy& Federal Emergency Contracting Policy," to reflect current federal and state law, improve clarity, and promote fiscal responsibility. D. In 1982,the City Council adopted Ordinance No. 840-82 (EMC 2.01.030), concerning the letting of the contracts. E. The purpose of this ordinance is to adopt the new Standard Procurement Policy& Federal Emergency Contracting Policy and to amend Ordinance No. 840-82 so that it is consistent with the new policy. NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: Section 1. Section 1 of Ordinance 2458-00 (EMC 3.44.010), which was previously amended by Section 1 of Ordinance 3262-12, is further amended as follows, with underlined text added and strikeout text deleted: PROCEDURES FOR MAKING BIDS AND AWARDING CONTRACTS For purposes of establishing procedures for making bids and awarding contacts, as authorized by Section 4. 13 of the City of Everett Charter,the City hereby adopts by ordinance the Purchasing Guidelines Standard Procurement Policy& Federal Emergency Contracting Policy ("Guidelines Procurement Policy") as set forth in Exhibit A,which is attached hereto and incorporated herein by reference.The Guidelines Procurement Policy shall control the City' s procurement of goods and services to the extent provided therein.The Guidelines do
