A <br /> • <br /> 3031 . <br /> A'; C JJl DANCE relating to the licensing and supervision <br /> of "Places of Refuge"; defining terms; describing the duties of <br /> officers '_n connection therewith; fixing fees, providing for appeal <br /> from certain decisions ; defining offenses and providing penalties; <br /> repealing Ordinance No. 2974 of the Oity of Everett, and declaring <br /> an emergency. <br /> THE GUY er EVEi EL'T FOES ORDAIN: <br /> Section 1: The term "Place of Refuge" when used in <br /> this Ordinance shall mean any hospital, asyluq, alms house, <br /> building or dwelling for housing the aged, inf irm, imbecile s, <br /> children or delinquents, wherein three or more persons, not related <br /> by blood or marriage to the householder, owner, operator or :manager <br /> thereof, are lodged or boarded more than Fifteen (15) days in any <br /> calendar month; PAOVIDED, that rile term shall not include any <br /> hospital approved by the American College of Sur:`eons or the Ameri- <br /> can College of Physicians, or any State Institution. <br /> Section 2: No pers, n, firm or corporation shall main- <br /> tain or advertise the maintenance of an; Place of Refuge without <br /> applying for, and receiving from the City Council of the City of <br /> Everett a license for the operation of such Place of Refuge. Such <br /> license shall be issued annually on or before July 1st of each <br /> calendar year, and shall expire on June 30th of each year; the f'ee <br /> for such license shall be Two iJolIars ( 2. 00) per year. <br /> Section 3: The City Council of the City of Everett <br /> shall have authority to grant any license to an Place of Refuge, <br /> but said license shall be issued only after proper inspection and <br /> a written report by the city lealth officer and Fire Chief of the <br /> City of Everett of the premiseswhere said Place of Refuge is to <br /> be operated. <br /> Section 4: The City Council shall have the right to <br /> deny or revoke a license to any Place of Refuge if upon inspection <br /> thereof, it is found that the Place of Refuge is unsanitary or in <br /> an unsafe condition as relates to health or fire hazards; PROVIDE , <br /> that the City Council shall promptly notify the owner, operator, <br /> or manager of such Place of Refuge as to the manner in which the <br /> premises may qualify for a license and set forth the c nditions to <br /> be remedied previous to such licensin , reneNal or revocation. <br /> Section 5: The said Places of Refuge shall comply with <br /> Chapter 13 requirements for Grown la ,uildings of the Building Code <br /> of the City of Everett. <br /> Section 6: Every Place of Refine shall comply with <br /> the following minimum requirements : <br /> All steps shall have a firm guard rail, and all walks <br /> shall be in good coneiti: n. <br /> The interior of the house shall be kept clean and sani- <br /> tary at all times. Rodents and insect nuisances must be eliminated <br /> when fount. 'looms shall be homelike and attractive. <br /> Floors and ceilings of all rooms and wards shall oe of <br /> such type or material as to lend itself well to thorough and <br /> -3.- <br />
