ORDINANCE No. 300 . AN ORDINANCE relating to, regulating and licensing the business and practice of plumbing; creating a board of examiners for plumbers and prescribing the duties thereof, and declaring an emergency. THE CITY OF EVERETT DOES ORDAIN: Section 1: It shall be unlawful for any person, firm or corporation to engage in the business as a master plumbeij or for any person to engage in the business of journeyman plumber without first having obtained a license under this ordinance. Application for such licenses shall be made in writing to the City Clerk of the City of Everett upon a form therefor to be furnished by the City Clerk. Section 2: The provisions of this ordinance shall not apply to the laying of side sewer by a side sewer contractor regularly licensed and shall not be construed to prevent the owner of any residence or building, or any member of his family, from performing plumbing work in or about said residence or building for which no permit is required by law without a livens, required by this ordinance . If the work involved is of such character as to require a permit any owner or member of his family who is to perform such work shall appear before the plumbing inspector and show to his satisfaction that he has sufficient knowledge to properly perform such plumbing work. Section 3: The term "master plumber" es used in this ordinance, in addition to its ordinary meaning shall be held and construed to mean and include any person, firm or corporation engaged in, or engaging in the business of furnish- ing by contract, subcontract, day labor or otherwise any labor or material, or either of them, in the placing, replacing , installation, construction or reconstruction of pipes, fittings, fixtures or other materials connected with the business of plumbing in any building or elsewhere intended for the conduct- ing of waste , water or sewage. This section shall not be construed to apply to any person, firm or corporation engaged in the business of selling supplies only. Section 4: The term "journeyman plumber" as used in this ordinance, in addition to its ordinary meaning, shall be held and construed to mean and include any person engaged in, or engaging in the work of placing, replacing, installing, construe - ing or reconstructing of pipes, fittings, fixtures or other materials connected with the business of plumbing in any building or elsewhere intended for the conducting of waste, water or sewage. Section 5: There is hereby created an examining board for the purpose of examining persons making application for a journeyman plumber's license under this ordinance. Said ex- 1 amining board shall consist of the Building Inspector and Plumb- ing Inspector of the City of Everett and one journeyman plumber appointed by the Mayor of the City of Everett. The first journey- man plumber appointed to said Board shall not be required to have a journeyman plumber' s license from the City of Everett.
