RESOLUTION NO. ______________ <br />A RESOLUTION of the City of Everett advancing the 2044 Comprehensive Plan Periodic Update <br />draft growth alternatives and certain specific amendment requests to be studied in an <br />environmental impact statement. <br />WHEREAS, the City of Everett adopted its first Comprehensive Plan under the Washington State <br />Growth Management Act (GMA, RCW 36.70A) in 1994 and conducted the most recent <br />comprehensive review and update of the Plan in 2015; and <br />WHEREAS, under RCW 36.70A.130, by December 31, 2024 the city is required to update the <br />Comprehensive Plan to extend the planning horizon to 2044 using a process called a periodic update; <br />and <br />WHEREAS, the Snohomish County Tomorrow growth targets adopted for Everett require the city to <br />increase housing capacity by about 17,000 dwelling units and employment capacity by about 26,000 <br />jobs; and <br />WHEREAS, the city conducted several outreach activities over the past year, including a scoping <br />process under the State Environmental Policy Act, to gather community input into potential growth <br />alternatives; and <br />WHEREAS, three alternatives were developed using state law, multicounty planning policies, <br />countywide planning policies, city action plans, and community input; and <br />WHEREAS, additional outreach activities were conducted to get community feedback on the draft <br />alternatives; and <br />WHEREAS, on June 20, 2023, the Planning Commission determined, by unanimous vote, that the three <br />draft alternatives presented contained all the components that should advance into the <br />environmental review process; and <br />WHEREAS, codified as Chapter 36.70A, the GMA allows for comprehensive plans to be amended in <br />most cases no more frequently than annually, with all proposals to amend the comprehensive plan <br />docketed and considered concurrently so the cumulative effect of the various proposals can be <br />ascertained; and <br />WHEREAS, the Planning Director issued an interpretation (Planning Director Interpretation 2023-01) <br />in April 2023 that during a periodic update process (2023 and 2024), formal requests for changes to <br />7924
