ORDINANCE NO. 2445 • An Ordinance providing for the improvement of East Grand Avenue, from 9th Street to llth Street, on west side only, by grading for and construction of concrete sidewalks and wood curb and gutters, and at all intersections of cross streets con- struction of concrete curb and gutters; also East Grand Avenue and Walnut Street, from llth Street to 15th Street, by grading for and construction of concrete sidewalks and wood curb and gut- ters, and at all intersections of cross streets concrete curb and gutters, installation of necessary drainage, making necessary water main changes and doing all other work necessary to make a complete improvement, creating an assessment district, creating a Local Improvement District Fund therefor and providing that payment for said "improvement be made by special assessment on the property in said district under the mode of payment by bonds . WHEREAS, a majority petition of th,e property owners, petitioning for said improvement., has heretofore been filed with the Commissioner of Public Works and said Commissioner has found the things set forth in said petit .,oa to be true; and WHEREAS, said Commissioner of Public Works has filed with the City Council all data and information, as required by law; and WHEREAS, said Commissioner of Public .Works has recommend- ed to the City Council that said improvement petitioned for be made, and it appearing to the City Council that public convenience and necessity requires such improvement to be made; now, there- fore, , THE CITY OF EVERETT DOES ORDAIN: Section 1: That East Grand Avenue, from 9th Street to llth Street, on the west side only, be improved by grading for and con- struction of concrete sidewalks, and wood curb and gutters, and at all intersections of cross streets construction of concrete, curb and gutters; also that East Grand Avenue, and Walnut Street, from llth Street to 15th Street, be improved by grading for and
