a <br /> low/ <br /> ORDINANCE NO. 2441-00 <br /> An Ordinance Amending the Land Use Map of the Everett Comprehensive Plan <br /> as adopted by Ordinance#2021-94, Exhibit"A," as amended, <br /> as Part of the Annual Update to the Comprehensive Plan Initiated in 1998, <br /> for Property Containing Approximately 1.1 acres Located on the west side of the 4100 <br /> Block of Terrace Drive from"1.2, Single Family Detached, 5 to 10 Dwellings per Gross <br /> Acre"to "4.4, Mixed Use Commercial-Multiple Family." <br /> WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, generally <br /> allows for comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the City of Everett initiated its fourth annual comprehensive plan <br /> amendment process in July, 1998, which included consideration of Land Use Map <br /> amendment and rezone applications initiated by private property owners. Included in <br /> this cycle of plan amendments is an application from Safeway, Inc. to change the land <br /> use designation for a property containing approximately 1.1 acres, located on the west <br /> side of the 4100 block of Terrace Drive from"1.2, Single Family Detached, 5 to 10 <br /> Dwellings per Gross Acre"to "4.4, Mixed Use Commercial-Multiple Family;" and <br /> WHEREAS, an environmental analysis of the proposed Comprehensive Plan <br /> amendments has been conducted by the City in compliance with the requirements of the <br /> State Environmental Policy Act (SEPA); and <br /> WHEREAS, the City of Everett has encouraged Public Participation in the consideration <br /> of Amendments to the Comprehensive Plan, as required by the Growth Management Act, <br /> through a variety of notification procedures, including SEPA review, mailing to <br /> interested citizens and organizations, mailing to affected property owners, legal <br /> publication,posting of affected properties, and the City of Everett cable television <br /> bulletin board; and <br /> WHEREAS,the Planning Commission has conducted Public Workshops and Public <br /> Hearings to consider all of the proposed amendments to the Land Use Map of the <br /> Comprehensive Plan which were initiated in 1998, including the Safeway application, <br /> and has made recommendations to the City Council on each of the proposed map <br /> amendments; and <br />
