a low/ ORDINANCE NO. 2441-00 An Ordinance Amending the Land Use Map of the Everett Comprehensive Plan as adopted by Ordinance#2021-94, Exhibit"A," as amended, as Part of the Annual Update to the Comprehensive Plan Initiated in 1998, for Property Containing Approximately 1.1 acres Located on the west side of the 4100 Block of Terrace Drive from"1.2, Single Family Detached, 5 to 10 Dwellings per Gross Acre"to "4.4, Mixed Use Commercial-Multiple Family." WHEREAS, the City of Everett adopted a new Comprehensive Plan in August, 1994, in conformance with the Washington State Growth Management Act; and WHEREAS, the Growth Management Act, codified as RCW Chapter 36.70A, generally allows for comprehensive plans to be amended on an annual basis; and WHEREAS,the City of Everett initiated its fourth annual comprehensive plan amendment process in July, 1998, which included consideration of Land Use Map amendment and rezone applications initiated by private property owners. Included in this cycle of plan amendments is an application from Safeway, Inc. to change the land use designation for a property containing approximately 1.1 acres, located on the west side of the 4100 block of Terrace Drive from"1.2, Single Family Detached, 5 to 10 Dwellings per Gross Acre"to "4.4, Mixed Use Commercial-Multiple Family;" and WHEREAS, an environmental analysis of the proposed Comprehensive Plan amendments has been conducted by the City in compliance with the requirements of the State Environmental Policy Act (SEPA); and WHEREAS, the City of Everett has encouraged Public Participation in the consideration of Amendments to the Comprehensive Plan, as required by the Growth Management Act, through a variety of notification procedures, including SEPA review, mailing to interested citizens and organizations, mailing to affected property owners, legal publication,posting of affected properties, and the City of Everett cable television bulletin board; and WHEREAS,the Planning Commission has conducted Public Workshops and Public Hearings to consider all of the proposed amendments to the Land Use Map of the Comprehensive Plan which were initiated in 1998, including the Safeway application, and has made recommendations to the City Council on each of the proposed map amendments; and
