October 1, 2025 <br /> <br />1 <br /> <br /> <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., October 1, 2025, <br />by President Schwab. <br /> <br />Upon roll call, it was found that Council Members Rhyne, Fosse, Tuohy, Zarlingo, and President <br />Schwab were present. Mayor Franklin and Council Members Bader and Vogeli were excused. <br /> <br />Council Member Tuohy led the Pledge of Allegiance. <br /> <br />Council Member Zarlingo recited the land acknowledgement. <br /> <br />The minutes of the September 24, 2025, meeting were approved. <br /> <br /> <br />PUBLIC COMMENT <br /> <br />The council received no written comments and no members of the public wished to speak. <br /> <br /> <br />COUNCIL <br /> <br />Council Member Rhyne reminded the public that it is “Week without Driving,” gave kudos to <br />Everett Transit for their efficiency, and thanked City staff for their work on addressing mobility <br />and for their work on the Vision Zero plan. <br /> <br />Council Member Fosse attended the groundbreaking of Scriber Place. <br /> <br />Council Member Tuohy attended the Community Health and Safety Committee meeting. <br /> <br />Vice President Zarlingo attended the Budget Open House, the Snohomish County Tomorrow <br />Steering Committee meeting, the Puget Sound Regional Council Boards Representation <br />Committee meeting, and attended a manufactured housing zoning overlay community meeting. <br /> <br />President Schwab thanked staff on the Budget Open House, referred the public to the city <br />website for information regarding budget information, and congratulated the Boulevard Bluff <br />neighborhood for officially forming as a neighborhood association. <br /> <br /> <br />ADMINISTRATION UPDATE <br /> <br />Government Affairs Director Jennifer Gregerson provided clarity on the State Department of <br />Commerce grant received by the city and its appropriate uses.
