October 22, 2025 <br />1 <br />The regular meeting of the Everett City Council was called to order at 12:30 p.m., October 22, <br />2025, by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, <br />Vogeli, Zarlingo, Bader, and Tuohy were present. <br />Council Member Zarlingo led the Pledge of Allegiance. <br />Council Member Bader recited the land acknowledgement. <br />President Schwab announced that agenda item #10 would be moved from Consent to Action <br />items after the executive session. <br />The minutes of the October 15, 2025, meeting were approved. <br />MAYOR <br />Mayor Franklin presented the Mayor’s Proposed 2026 Budget message. <br />PUBLIC COMMENT <br />Council received 10 written comments and the following members of the public spoke: Jimmy <br />Castro and Scott Sparling. <br />COUNCIL <br />Several council members thanked the Mayor for presenting the Budget message. <br />Council Member Rhyne reported on her attendance at the Lowell and Pinehurst Beverly Park <br />Neighborhood Association meetings. She also provided a few Halloween activities taking place in <br />the City and stated Sunday is the final Farmer’s Market of the season. <br />Council Member Vogeli reported on her attendance at the Transportation Advisory Committee <br />meeting last Thursday. <br />Council Member Tuohy reported on her attendance at the Everett Animal Shelter Advisory <br />meeting Tuesday evening.
