ORDINANC.i NO. 1. 2 An ordinance proposing to the voters of the city of Averett, Washington, that the city of Averett construct a pipe line and all necessary or convenient structures and accessaries,for diverting water from the Sultan River and conveying the same by gravity, for the use of said city and its inhabitants/in sufficient quantities to sLipply said city and its inhabitants with water, and acquire by purchase, condemnation or otherwise lands, water, water rights, easements , rights-of-way, privileges, and property, necess- ary or convenient for the proper construction, control, maintenance, and operation of said pipe line, declaring the estimated cost thereof as nearly as may be , providing for the payment therefor by the issuance of general negotiable coupon bonds of the city of .gverett in the sum of six hundred thousand ( 600,000) dollars, and providing for the payment of said bonds out of a sinking fund to be created, as provided by statute, and providing for the holding of an elec- tion, at which the qualified voters of the city of Averett may vote for or against said proposition. WHIRAAS, It is deemed advisable by the city council of the city of Averett, that said city shall acquire, construct, own, and maintain a pipe line, for the purpose of supplying said city and its inhabitants with water, by taking the same by gravity flow by means of a pipe line, from the Sultan River, in accordance with the laws of the state of Washington, NOW THAR 6'OR , THA CITY OP A7ARATT DO. S ORDAIN: Section 1: That the city council of the city of .Averett hereby proposes. a system or plan for the,acquiring, constructing, and maintaining of a pipe line, for the purpose of furnishing and supplying said city of Averett, and its inhabitants, with water, said system or plan being as follows, to-wit:
