December 17, 2025 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., December 17, <br />2025, by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Fosse, Rhyne, Schwab, <br />Vogeli, and Zarlingo were present. Council Members Bader and Tuohy were excused. <br />Council Member Rhyne led the Pledge of Allegiance. <br />Council Member Fosse recited the land acknowledgement. <br />President Schwab announced that item 3 and 5 have been pulled and item 26 would be moved <br />to the last item on the agenda. <br />The minutes of the December 10, 2025, meeting were approved. <br />MAYOR <br />Mayor Franklin provided updates regarding last week’s flooding of the Snohomish River. <br />APPOINTMENTS – BOARDS AND COMMISSIONS: <br />Moved by Council Member Zarlingo, seconded by Council Member Vogeli, to concur with the <br />following appointments: <br /> Everett Public Facilities District Board <br />•Scott Pattison, Pos #4- term expiring 12/31/2029 <br />•Daniel Leach, Pos #5 – term expiring 12/31/2029 <br />Roll was called with all council members voting yes except Council Members Bader and Tuohy, <br />who were excused. <br />Motion carried. <br />Mayor Franklin congratulated Police Chief John DeRousse on his retirement and acknowledged <br />his service to the City and the Police Department. <br />Mayor Franklin thanked Council Members Fosse and Vogeli and commended them on their <br />service on City Council.
