ORDINACE NO. 1 " ` . An ordinance for limiting fire hazard in the city of Everett, having reference to buildings, their inspection, alteration, hazardous use, safety appliances and protection from fire and ex— plosion, and regulating the handling, transportation, storage, sale and use of explosives, dangerous chemicals, petroleum, kerosene, turpentine, and other inflammable liquids, oils and materials; re— quiring permits for the handling, transportation, storage and use of the same , providing penalties for the violation of this ordinance, and declaring an emergency. THE CITY OF EVERETT DOES ORDAIN: Section 1 . FUEL OIL AND SUPPLY TANKS; PERMITS REQUIRED;; EXCEPTIONS ; CONDITIONS: It shall be unlawful for any person, firm or corporation to construct, erect , or maintain within the limits of the city of Everett , or to cause to be constructed, erected or maintained any plant or to use or cause to be used any device or apparatus for burning crude petroleum or any of its products for fuel purposes, or to use or to cause to be used any device or apparatus whereby gas is generated from crude petroleum or any of its properties for pur— poses of fuel or power, without obtaining and having a permit in writ— ing from the chief of the fire department of the city of Everett ; provided, that whenever the installment of such plant involves or affects the structural features of any building the chief of the fire department shall first secure `the approval of the inspector of buildings before issuing such permit ; and provided, further, that this section shall not apply to any ordinary kerosene or coal oil lamp or kerosene or coil oil stove using oil which will stand a fire test of 120° by the Fahrenheit thermometer state of Washington test, to norra lamp or stove burning gasoline or distillate and having a
