January 21, 2026 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., January 21, 2026, <br />by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Weir, Rhyne, Schwab, <br />Burbano, Zarlingo, Bader, and Tuohy were present. <br />Council Member Weir led the Pledge of Allegiance. <br />Council Member Bader recited the land acknowledgement. <br />MAYOR <br />Mayor Franklin welcomed Fire Chief Dave DeMarco to introduce new firefighters Stephen Council <br />Vaughan and Cameron Kaulia. <br />President Schwab administered the firefighter oath for the new firefighters. <br />APPOINTMENTS – BOARDS AND COMMISSIONS: <br />Moved by Council Member Rhyne, seconded by Council Member Tuohy, to concur with the <br />following appointments: <br />To the Historical Commission <br />•Harmony Cooper, Pos #1- term expiring 12/31/2031 <br />•Marcus Nunez, Pos #8- term expiring 12/31/2027 <br />Roll was called with all council members voting yes. <br />Motion carried. <br />Mayor Franklin also commented on City economic development and welcomed former Mayor <br />and current Director of Economic Alliance of Snohomish County Ray Stephanson to provide an <br />overview of the Alliance’s work. <br />APPROVAL OF MINUTES <br />The minutes of the January 14, 2026, meeting were approved.
