January 28, 2026 <br />1 <br />The regular meeting of the Everett City Council was called to order at 12:30 p.m., January 28, <br />2026, by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Weir, Rhyne, Schwab, <br />Burbano, Zarlingo, Bader, and Tuohy were present. <br />Council Member Zarlingo led the Pledge of Allegiance. <br />Council Member Tuohy recited the land acknowledgement. <br />MAYOR <br />Mayor Franklin made a statement condemning immigration enforcement at the federal level and <br />provided an overview of how Everett will comply with Washington State laws and Everett <br />policies, and stated Everett does not share Flock data with federal agencies. <br />She also made a statement regarding the proposed ordinance on today’s agenda regarding <br />unpermitted food vendors. <br />APPROVAL OF MINUTES <br />The minutes of the January 21, 2026, meeting were approved. <br />PUBLIC COMMENT <br />Council received one written comment and the following member of the public spoke: David Bly. <br />COUNCIL <br />Council Member Zarlingo recognized the 40th anniversary of the Silverlake Neighborhood <br />Association. <br />Council Member Burbano commented on his attendance at the Animal Shelter Advisory Board <br />meeting. <br />Council Member Tuohy thanked the Mayor for her comments.
