<br /> <br /> <br />RESOLUTION NO. ______________ <br /> <br /> <br />A RESOLUTION authorizing final allocation of remaining or unspent Covid Recovery Funds. <br /> <br />WHEREAS, <br /> <br />A. The City of Everett was the recipient of $20,695,570 from the Coronavirus Local Fiscal <br />Recovery Fund, as authorized by the American Rescue Plan Act (ARPA). In addition, $447, <br />975 was realized in interest earnings for a total of $21,143,545. These funds provided a one- <br />time opportunity to invest federal dollars toward the City’s most pressing community <br />challenges and recovery efforts. These funds were required to be spent within the <br />guidelines established by the U.S. Treasury, and they are separate from the City’s annual <br />budget process. <br /> <br />B. The City Council adopted a series of resolutions between 2021 and 2023 to allocate <br />$21,127,026 ARPA funds, which included the original award of $20,679,050 and $447,976 in <br />interest earnings, toward eligible projects that generally included Everett Forward Grants <br />for businesses and nonprofits; Public Safety initiatives; Shetler, behavioral health and <br />childcare capital support; Infrastructure projects and revenue replacement for essential <br />government services, primarily Police and Fire labor costs. <br /> <br />C. On May 31, 2023, the Council passed a resolution to reallocate unspent $18,339,657 ARPA <br />funds into a City-sponsored COVID Recovery Fund. In addition, $601,738 was realized of <br />interest earnings for total of $18,941,395. This fund was designed to continue programs <br />originally approved under earlier ARPA resolutions, support additional recovery projects <br />through future Council actions and ensure compliance with federal ARPA guidelines while <br />providing flexibility for local priorities. <br /> <br />D. As of December 31, 2025, through Council approved resolutions, motions and budget <br />appropriations all Covid Recovery Funds were allocated for projects, initiatives and 2024 and 2026 <br />budget replacement needs. <br /> <br />E. As of December 31, 2025 $8,982,828 of Covid Recovery Funds have been spent and $10,051,697 <br />have been committed but not yet spent for projects, initiatives, and budget replacement needs. <br /> <br />F. An amount of $296,449 has been identified as unspent and is available to re-allocate. <br /> <br />G. In accordance with City Council direction, City staff has brought forward to City Council the <br />following additional projects and initiatives that are ready for implementation: <br /> <br /> <br /> <br />Project/Initiatives Description Estimated Cost: <br />Continuation of Clean Everett Days $10,000 <br />Downtown vacancy project that Council approved on 12/3/2035 $25,000 <br />Program operations for City of Everett FIFA World Cup Fan Zones $ 261,449 <br /> $296,449 <br /> <br />H. The purpose of this resolution is to authorize the City to implement these projects and initiatives. <br />8271
