February 4, 2026 <br />1 <br />The regular meeting of the Everett City Council was called to order at 6:30 p.m., February 4, 2026, <br />by President Schwab. <br />Upon roll call, it was found that Mayor Franklin and Council Members Weir, Rhyne, Schwab, <br />Burbano, Bader, and Tuohy were present. Council Member Zarlingo was excused. <br />Council Member Rhyne led the Pledge of Allegiance. <br />Council Member Burbano recited the land acknowledgement. <br />President Schwab announced that item #12 was pulled from the agenda. <br />MAYOR <br />APPOINTMENTS – BOARDS AND COMMISSIONS <br />Community Development Advisory Committee <br />Moved by Council Member Bader, seconded by Council Member Weir, to concur with the <br />following appointments to the Community Development Advisory Committee: <br />•Megan Honan, Pos #2- term expiring 12/31/2026 <br />•Chandler Honeyman, Pos #3- term expiring 12/31/2027 <br />•Deborah Welch, Pos #6- term expiring 12/31/2031 <br />•Penny Kellam, Pos #8- term expiring 12/31/2027 <br />•Susan Mausshardt, Pos #9 – term expiring 12/31/2031 <br />Roll was called with all council members voting yes, except Council Member Zarlingo who was <br />excused. <br />Motion carried. <br />Cultural Arts Commission <br />Moved by Council Member Tuohy, seconded by Council Member Rhyne, to concur with the <br />following appointments to the Cultural Arts Commission: <br />•Louis Benjamin Ka’imi’pono Oclaray, Pos #1- term expiring 12/31/2031 <br />•Clayton Bratt, Pos #3- term expiring 12/31/2031
